(/{ARTER O0MMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey Charter Con~nission was held on Thursday, May <br />30, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Dick Sieber, Chairperson <br />Ms. Brenda Bauerkemper <br />Mr. Tom Greenberg <br />Mr. Curt Titterud <br />Mr. John Lichter <br /> <br />Mr. Gary Heitman <br /> <br />(arrived 7:25 p.m.) <br /> <br />Members Absent: <br /> <br />Mr. Tom Gamec <br />Mr. Roger Buchanan <br /> <br />Vice Chairperson Bauerkemper called the special Charter meeting to order at <br />7:20 p.m. <br /> <br />CHARTER BUSINESS <br /> <br />Case #1: Discussion Regarding Sections 3.05. 3.07 and 3.08 Of_Charter:. <br /> <br />Commissioner Heitman proposed that the underlined portions of the following <br />sections in Chapter 3 of the City Charter be deleted. <br /> <br />Section 3.05 Procedures on Ordinances. Every proposed ordinance shall be <br />presented in writing and read in full before adoption, unless the <br />~eadin9 is dispensed with b_v unanimous consent of the council. No <br />ordinance shall contain more than one subject. Such subject shall be <br />clearly expressed in its title. The enacting clause shall be "The City Of <br />Ramsey Ordains". No ordinance, except an emergency ordinance, shall be <br />adopted at the meeting at which it is introduced and at least three days <br />shall elapse between its introduction and final adoption. <br /> <br />Section 3.07. Signing and Publication of Ordinances. The final version <br />of every ordinance shall be read in full prior to _passage b_v counGil <br />~unless such reading is waived b_v a majority, vote of the council, provided <br />LShat a copy of the ordinance is posted or otherwise made available to the <br />public at least three working days prior to the meeting at which it is to <br />be adopted ....... <br /> <br />Section 3.08.
