COMBINED MEETING <br />RAMSEY COUNCIL & PLANNING & ZONING COMMISSION <br /> <br />March 31, 1975 <br /> <br />The meeting was called to order at 7:30 p.m. by the Mayor, Mr. <br />Cox. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and <br />Mrs. Oliphant of the Council and Mr. Sorteberg, Mr. Pittman, Mr. <br />Bodle, Mr. Fossum~i~He Planning & Zoning Commmsszon. Also <br />present were Mr. Thurston, Mr. Goodrich and Mr. Steffens. <br /> <br />Mr. Steffens: He said there were a number of developments about <br />the Metro Council that have come up lately. It was suggested <br />that changes to the Zoning OrdinanCe had better not be made at <br />this time due to this fact. There will be a hearing tomorrow <br />night from seven to nine at which the MC legislation will be dis- <br />cussed. He passed out a paper on Rural Service Areas program. <br />He also passed out a paper on a study of an~MC proposal. We do <br />not, in any way, have time to study or reply to such a manner of <br />handling proposed legislation by the MC. By April 1976 we are to <br />have our plan finished in accordance with their plans. By Oct. <br />1977 we are to send our plan to the surrounding governments. The <br />MC will pay 75% of the planning cost for our community. $3500 <br />for planning for the City of Ramsey. It is felt the MC has far <br />too much power resting in a few people who are not elected. He <br />passed out a paper on Rules & Regulations for Reviewal of Matters <br />of Legislation. Local municipalities had some input on this mat- <br />ter. Our Metro Sewer plan has not been approved as yet and Mr. <br />Steffens doesn't feel it will be because it is not in agreement <br />with the plans of the MC. <br /> <br />The School District or the County could initiate a question of <br />metropolitan significance. <br /> <br />Mr. Steffens do~ not feel the Planning & Zoning Commission should <br />rework our Zoning Ordinance in view of the developments that are <br />going on with the MC at this time. Someone should attend this <br />meeting at the state capitol. It is in Room ll2. <br /> <br />In the new draft of the Development Guide there are references to <br />be sure on site systems do work and that they are put in properly. <br />There is a possibility that we might begin to look at a local on <br />site sewer system. Perhaps we could have perpetual inspection of <br />on site systems. Perhaps we could get a federal grant for this <br />in the sa~e way as having a public sewer system. Mr. Steffens <br />feels we have some areas where we will not have public sewer for <br />many years. One possibility, at this time, is for the Planning <br />and Zoning Commission to stop all platting for two or three months. <br />The MC will allow 3 to 5 ~*~L~or heavier.density. Sewer might <br />cost $5,000 to $15,000 per lot. Mr. Steffens does not advise us <br />to try to go it alone without any help from the Metro area. Sewer <br />may not be here until 1990. From here on an on site system must <br />operate for from l0 to 20 years. Anoka sugar sand is the best you <br />could have. There are grants available for new ideas on on site <br />systems. <br /> <br /> <br />
