PROCEEDINGS OF A SPECIAL COUNCIL MEETING CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A special meeting of the Ramsey City Council was held on Wednesday, September 16, 1981, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Councilmember Arnold Cox Councilmember Allen Sorteberg Councilmember Sue Van Wagner Members Absent: Mayor Thomas Gamec Councilmember Gary Reimann Also Present: City Attorney William Goodrich City Administrator Lloyd G. Schnelle Citizens Present: Mr. William S. Gilbert, Dickenson Lines, Inc. Mr. Ralph Dickenson, Dickenson Lines, Inc. Mr. George Carlson, Dickenson Lines, Inc. The special meeting of the Ramsey City Council was called to order at 5:10 P.M. by Councilmember Cox. Councilmember Cox led in the Pledge of Allegiance to the Flag. City Administrator Schnelle requested Council to appoint an Acting Mayor for this special Council meeting. Motion by Councilmember Sorteberg and seconded by Councilmember Van Wagner to appoint Councilmember Cox as Acting Mayor for this special Council meet- ing. Motion carried. Voting yes Councilmember Sorteberg and Van Wagner. Voting no None. Members Abstaining Councilmember Cox. DEVELOPMENT CONTRACT REGARDING DICKENSON LINES, INC. Council. reviewed the full contents of Building Official Berg's memo dated September 15, 1981 to the City Administrator which pointed out the problems with Dickenson Lines, Inc. site and design plan. The following listed items are from the above referenced memo: 1) The $500 escrow fee has not been paid as required. 2) The proposed use is appropriate in the industrial zone. 3) The ordinance requires one parking space for each employee on the maximum shift in industrial zones. The applicant has indicated that he has seventy employees, but has shown only forty- seven employee parking spaces. SpC/September 16, 1981 Page 1
