CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, September 3, 2002, at the <br />Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />Police Sergeant Jim Way <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 5:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />Work Session Topics <br /> <br />1) 2003 Proposed General Fund Budget <br /> <br />City Administrator Norman explained that State Law requires that cities adopt a preliminary <br />budget as well as a preliminary levy by September 15th. After that date the budget can be <br />changed, but only by reducing the budget. He explained that the budget process has been very <br />difficult for staff this year because of levy limits. The proposed budget did not include any <br />increases in personnel and there were some line item cuts. Mr. Norman stated that even with <br />proposal of equipment certificates they would still need to use some reserves to balance the <br />budget. He explained that until recently the City has had strong industrial growth, but because of <br />the TIF law changes they don't have a budget to continue the process. If the City wishes to <br />continue in current industrial efforts, that would require a new levy. Staff will be discussing that <br />issue with the EDA and then it will be forwarded to the Council.
