CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, April 24, 2000, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson (arrived 6:20 p.m.) <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Kim Moore-Sykes <br />Community Development Director Sylvia Frolik <br />City Planner Anita Rasmussen <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session to order at 5:34 p.m. <br /> <br />APPROVEAGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />#1: Proposed Housing Development: Royal Oaks - Laws Property <br /> <br />City Administrator Norman stated, with regard to Royal Oaks, townhome density was a concern. <br />The developer was asked to come back with revised plans. <br /> <br />Mike Black showed the first plan for Royal Oaks which was 140 apartment units on 8.5 acres - <br />density is 16 units per acre. He then presented the new plan. They took the apartments out. <br />They now show about 269 units - which is 3.1 units per acre gross - the other plan was 4.1. He <br />added they have been talking to neighboring residents. The density now is about nine units per <br />acre. He felt this plan would work for them and the City. The net density of 4.9 units per acre is <br />a gross of about 3.1. The old plan gross was 4.1 with a net of 6.6. He added that they plan to tie <br />into the trail system. <br /> <br />Councilmember Hendriksen feels this is all speculative because the comp plan is being rewritten <br />and there is a moratorium.
