Administrator's Report <br />Council Update <br />City Council Highlights - April 8 <br />Presentation <br />This regular City Council meeting began with a <br />presentation to swear in new board and commission <br />members. <br />Consent Agenda <br />Following the presentation, the City Council <br />unanimously passed 11 Consent Agenda items. <br />Council Business <br />The first case was to Adopt Resolution #25-065 <br />Approving a Site Plan Review for a Solar Energy System <br />on the Ramsey Landfill Property (Cedar Creek Energy). <br />The proposed site plan is for a ground -mounted, single - <br />axis tracking solar photovoltaic array on an approximately <br />24-acre portion of the closed Ramsey Landfill grounds. The <br />site is located northwest of the intersection of Sunfish Lake <br />Boulevard NW and Sunwood Drive NW. It is zoned CL-- <br />Closed Landfill, where solar energy systems are permitted. <br />However, it is subject to a formal site plan review. The site <br />has some natural screening and will be secured by a 7-foot- <br />tall galvanized woven -wire style fence. Council approved <br />the resolution with construction expected to begin this <br />spring/early summer. <br />The second case was to Adopt Resolution #25-070 <br />Accepting Bids and Awarding Contract for Sorteberg's <br />Street Reconstructions, Improvement Project #25-06. The <br />streets proposed to be reconstructed total approximately <br />0.54 miles in length. They were constructed in 1979 and <br />received an overlay in 1994. Since the overlay, a crack seal/ <br />seal coat treatment occurred in 2001, and several patches <br />have occurred over recent years. The Council approved <br />the resolution, and the project was awarded to Park <br />Construction Company. <br />The following case was to Adopt Ordinance #25-05: <br />Code Amendments to Chapters 2, 10, 26, 105, 106 and <br />109. The proposed ordinance amends Chapters 2, 10, 26, <br />105, 106 and 109 of the City Code to eliminate Zoning <br />Permits (or similar), update Code references, update <br />regulations regarding swimming pools, update language for <br />clarification and update language pertaining to financial <br />sureties in development projects. The ordinance was <br />adopted unanimously. <br />The final case was to Adopt Ordinance #25-06 <br />Amending Chapter 26: Rental Residential Dwelling <br />Units and Adopt Resolution #25-073 Adopting a Rental <br />Inspections Procedures Policy. The ordinance amends <br />Chapter 26 regarding Rental Inspection requirements <br />related to background checks, terminology corrections <br />and some remaining references to the former Crime -Free <br />Housing Program that was terminated in late 2024. It also <br />contains a provision authorizing the Council to adopt a <br />policy document concerning inspections.
