A resolution requesting the Metropolitan Waste Control <br />Commissioh to cover the cost of installation and operation of a sanitary <br />sewer Tin station if required when the CAB interceptor is completed was <br />read. by Clerk Walker. <br /> <br />Motion by Councilwoman Oliphant, seconded by Councilman Gorham to adopt <br />Resolutioh No.5 as read the. the Clerk. <br />Carried 5 - 0 <br /> <br />Mr. Orrin Fricke presented some changes and additions to the Urban Planning <br />District. He discussed the line dividing the Rural Service Area and <br />the Urban Service Area as defined by the Metro Council. He stated that no <br />additional urban services will be provided beyond the Urban Service Area. <br />That the planning related to the Urban Planning District is just concentrating <br />on a portion of the Urban Service Area. He discussed dis-incentives to building <br />beyond the Urban Planning Di$trict out to the Rural Service Area, the so called <br />middle zohe. Some dis-incentives would be five acre building sites with an <br />average of ten acre sites, require paved streets, pre-subdivision plans so that <br />it can be subdivided into smaller lots. He als,o stated that the time phase <br />of these~vices would be 15 years. Seven and one-half years for one half of <br />the area--so that you are looking at total services in the Urban Planning District <br />by 1990. All services should go in together and they should expand outward <br />from the lower South East corner of Ramsey. He also discussed the financing of <br />the installation of sewer. A Ramsey Sewer Availability Charge RY SAC from <br />$800.00 to $1,000.00 plus the Metro SAC charge of $375.00. The Ramsey SAC <br />charge would be used to extend the trunks and laterals so that at the time when <br />we would start putting in the trunks etc., we would have cash on hand plus <br />borrowing power. This couldbeasinking fund for construction purposes. <br /> <br />Another idea that could be pursued would be the use of Ad Valorem Taxes. on <br />developable property. He said that the economics at that time would play an <br />important part in the financing and it would be the final decision of the Council. <br /> <br />After Mr. Fricke's presentatio~ Mayor Cox asked for public input through questions. <br /> <br />Mr. . Robert Oliphant asked about why the Industrial Park wasn't included in the <br />Planning Area. Mr. Fricke explained that the Industrial Park was being developed <br />at the pr~sent time and that the normal progression was that it would be indus- <br />trial because of the railroad and airport being there. That there was no reason <br />to include it in the Planning Area. ' <br /> <br />J <br />Mr. Al Kempf asked about parallel development 'in the two areas. The Industrial Park <br />and the Urban Planning District. Mr. Fricke explained that it was two types of <br />development and that there was no pressure to change the Industrial Park development <br />away from industry. It was a different orientation that the town center would <br />be in the new Urban Planning District. <br />
