<br />SEWER AND WATER LINE THAT I DON'T
<br />WANT AND DON'T NEED!!"

<br />After hearing your concerns we assure you that:
<br />
<br />1. THE SKY ISN'T FALLING,
<br />2. SEWER AND WATER IS LIKELY A LONG
<br />WAY OFF, AND
<br />3. THE COST IS NOWHERE CLOSE TO THE
<br />NATIONAL DEBT!
<br />
<br />SERIOUSLY, there does seem to be a large amount
<br />of misinformation floating about. Therefore, we
<br />would like to set the record straight and give you the
<br />benefit of the plans that guide the City of Ramsey
<br />in the development of public sewer and water ser-
<br />vices. In this issue of the Ramsey Resident, we will
<br />review just the sanitary sewer concerns and next
<br />month we'll share our crystal ball on city water.
<br />
<br />Sewer service for the City of Ramsey is limited to
<br />the capacity of the greater metropolitan sanitary
<br />sewer system. Since not all of the metro area can
<br />

<br />be served by the existing or planned waste pro-
<br />cessng plants, the City of Ramsey is allocated only
<br />570,000 gallons per day of capacity. This capacity
<br />would likely serve less than 10% of the area of
<br />Ramsey (depending upon use). These allocations
<br />can change but the City of Ramsey would have to
<br />compete for additional capacity with other com-
<br />munities, many of which are further developed and
<br />have greater needs.
<br />
<br />Ramsey is also limited as to where and when sewer
<br />service can be extended. The map below shows two
<br />boundaries. The "Proposed Year 2000 Urban Area
<br />Boundary" is the limit to which urban services are
<br />permitted until the year 2000 (urban services include
<br />sanitary sewer service). The Urban Area Boundary
<br />is reviewed and approved by the Metropolitan Coun-
<br />cil and is difficult to change and very difficult to
<br />expand.
<br />
<br />The other boundary is that of the Metropolitan Waste
<br />Control Commission District #3 which identifies the
<br />limit to which MWCC will even plan for the sewer
<br />needs of Ramsey. This means that beyond this
<br />boundary there is little likelihood that sewer service
<br />will EVER be available. Other policies or plans af-
<br />

<br />fecting the extension of sanitary sewer service are
<br />the policies of the City Council. Currently, the policy
<br />of the City Council is to permit extension of sanitary
<br />sewer into residential areas ONLY when sanitary
<br />sewer is petitioned for and ONLY if such extension
<br />is financially feasible and practical. The only areas
<br />in Ramsey which are now served by municipal
<br />sanitary sewer service are River's Bend and Flint-
<br />wood Hills 2nd and 3rd Additions.
<br />
<br />The cost of this utility is often misrepresented. Some
<br />real examples of the cost of sanitary sewer service
<br />is that which was charged in River's Bend and Flint-
<br />wood Hills. There, the cost was approximately
<br />$2,900 per lot or $5,800 per acre for sanitary sewer
<br />trunk and laterals.
<br />
<br />We should point out that all this talk about sanitary
<br />sewer really means that several years will likely pass
<br />before most neighborhoods requesting the service
<br />will even be eligible to have sanitary sewer and more
<br />than a third of Ramsey may never have this service.
<br />To prevent the necessity of having municipal utilities
<br />imposed on your neighborhood, take very good care
<br />of your on-site sewer system to avoid groundwater
<br />and drinking water contamination.
