NEIGHBORHOOD MEETING/WORKSHOP <br />HIGHWAY #47 <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A meeting was conducted on Tuesday, March 19, 1996, with concerned neighbors relating to the <br />Highway //47 study, in the Council Chambers, Ramsey Municipal Center, 15153 Nowthen <br />Boulevard NW, Ramsey, Minnesota. <br /> <br />Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br />Cyrus Knutson, MnDOT <br />Denny Eyler, SRF Traffic Consultant <br />Jon Olson, Anoka County Engineer <br />Dennis Berg, Anoka County Commissioner <br />Benjamin Deemer, Planning Commission <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the meeting/discussion to order at 7:03 p.m. <br /> <br />City Engineer Jankowski - This meeting is to discuss some detailed plans for Trunk Highway #47 <br />from County Road #116. We will keep this very informal. Last summer we did some <br />subdivisions along #47. We had a public hearing and some comments made were about how <br />much subdividing was going to go along #47 and what we are going to do to #47 itself. Maybe <br />we should do some planning for the vision for #47. We hired SRF with the expertise in planning <br />to assist us. We contacted a representative of MnDOT and asked Anoka County to participate. <br />There's been talk about MnDOT turning #47 over to the County. 1) Look at #47 and figure out <br />accesses, deficiencies, and traffic counts and way out vision for//47 as to what it will need to look <br />like so it could be used as a planning tool. We have heard the major concerns at informational <br />meetings. This report has been available for review at City Hall and at the library. Next Tuesday <br />will be a formal public hearing and, depending on the comments, our consultants will address them <br />and it will be presented to Council. The more we can address before we get to the public hearing <br />the better. There are two issues: 1) the residents in proximity of 149th Avenue proposed plan <br />calls for construction of 149th up to Sunwood Drive - doing that west "S" alignment. The report <br />has indicated a number of properties that will need to be taken. <br /> <br />Karyn Peters, 14820 St. Francis Boulevard NW, Ramsey, - We like the recommendation of <br />property purchase. We have a five-acre parcel. Our entire life style would be altered. We have <br />horses. We would have two busy roads on each side of our residence. This creates more danger <br />for kids and pets. This causes major concern for all of us. <br /> <br />Mr. Jankowski - There were some questions about time frame. Within this report, we had <br />presented a recommendation for short term actions. Medium and long term actions in one short <br />term action was to facilitate a policy as to how we will deal with acquisitions. It is not necessary to <br />acquire them but to develop a policy to do so. This may not occur for at least eight years. <br /> <br />Denny Eyler - There are a number of properties that front #47. They need to be acquired for the <br />#47 project. There is a question of which will come fa'st - the widening of #47 or the connection <br />to Sunwood Drive.
