Vice-Chair Cook gave a detailed explanation of what the Lawful Gambling Fund is, monies
available and the application procedure for any cable viewers that may be interested. Mr. Boos
added that labor is matched at $7 per hour.

The consensus of the Commission is that the public needs to be 'better educated about the
program.

Motion by Vice-Chair Cook and seconded by Commissioner Johns to incorporate a policy stating
that if the awarded monies aren't used within one year, the issue will be brought before the
Commission to reallocate or put back into the fund, and that the apPlication process be extended
for one month to allow for any interested parties to receive up to .$3000 in matching funds for
their project that would benefit the youth of our community.

Motion carried. Voting Yes: Vice-Chair Cook, Commissioners Asfahl, Johns, LaMere and
Skinner. Voting No: None. Absent: Commissioner Ostmm.

Case #4: CENTRAL AND ALPINE PARK IMPROVEMENT PLANNING

Because of the Capital Improvement Program (CIP) process, it is vital that the Commission
immediately begin planning Central Park's 1996 improvements.

The next Ramsey Resident will be out the end of February, allowing March's Commission
meeting the soonest the Commission may respond to general public comment.

RYAA has been asked to submit and prioritize improvements to Central Park for the February
meeting.

Mr. Boos explained that the expansion to the east (land owned by Federal Cartridge) is not a
consideration at this time.

To expedite the process, Mr. Boos indicated that staff has contaced lighting contractors to get
bids as this was one of RYAA's top priorities for Central Park.

Vice-Chair Cook requested that an analysis of lighting versus building of additional fields be
available for the next meeting.

Consensus of the Commission is to hold a public workshop on Thursday, February 1, 1996, at
Park Center, Central Park. A public hearing will follow the February, 1996 regular meeting.
Notification of these meetings will be carried in the Ramsey Resident, Cable TV and the Anoka
County Union prior to the occassion. Mr. Boos is to contact RYAA via phone or letter to find
out their needs prior to the workshop.

Park and Recreation Commission/January 11, 1996
Page 5 of 7
