Community Development Director Frolik stated that one of the things the department needs the
most is professional mentoring and Inspectron knew exactly what they were looking for, which
the others did not.

Interim Human Resources Reed reviewed the two other Companies the City considered
contracting with, but both of those companies would require that a percentage of the permit fee
be paid to them.

Councilmember Kurak stated that money is so tight in the City right now and Dick Krueger
approached the City in regards to assisting the City at a much cheaper rate.

Interim Human Resources Manager Reed explained that staff had received Mr. Krueger's resume
after staff had discussed for quite some time how to handle the issue.

Councilmember Kurak inquired as to why the City would pay $1,300 a week when they can pay
$500 a week.

Assistant City Administrator Nelson explained that Inspectron is a fLrm with a number resources
available to the City and they bring forward a wealth of experience, and mentoring which will
assist the City in identifying some of their shortcomings so they can move forward..If they were
to go forward and select Dick K.rueger they would have to do an open recruitment. She noted
that h~spectron was one of the names referred to the City by the Department of Administration.

Councilmember Kurak questioned that even though Mr. Krueger may be a qualified building
inspector he is not able to go through the process the City currently needs.

Interim Human Resources Manager Reed explained that staff needs an interim per/od to
determine what the longer term process should be, which may include the hiring of one
individual.

Councilmember Cook stated that the issue is that the City may need an inspector or they may
need a Department Head, but they won't know that information until six months down the road.

Community Development Director Frolik stated that Inspectron is being hired to help staff set up
a plan for the future.

Assistant City Administrator Nelson noted that the City is not required to stay with Inspectron for
six months. If staff determines they are able to move forward on their own in less than six
months, the contract with Inspectron can be cancelled.

Councilmember Kurak stated that she would like to keep Mr. Krueger in mind for future
assistance.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to recommend that City
Council accept Glyn Huffs resiga~ation from his position as Building Official for the City of
Ramsey effective may 6, 2003.

Personriel Committee/May 13, 2003

-23-
