Voting Yes: Chairperson Cook, Councilmembers Pearson, and Kurak. <br /> <br />Case #5: <br />Case #6: <br /> <br />Consider Authorization to Begin Recruitment Process for a Civil Engineer II <br />Consideration of Authorization to Begin Recruitment Process for an <br />Associate Planner <br /> <br />Interim Human Resources Manager Reed stated that as part of the Town Center Fiscal Impact <br />Study, departments were asked late last year to assess personnel needs over the next 13 years as <br />the City experiences significant growth. The assessment by staff indicated that there would be an <br />immediate need for additional civil engineering and planning staff to respond to the workload <br />associated with implementing Town Center development plans. As the Town Center workload <br />began to increase during the first months of this year, it became very apparent that the need to <br />increase staffing in the areas of engineering and planning was imminent. At the April 29, 2003 <br />budget meeting, City Administrator, Jim Norman, introduced a proposal to the City Council to <br />begin the recruitment process for a Civil Engineer II position. There was consensus that this item <br />should be brought forward for cohsideration by the Council. At this time, staff is requesting <br />authorization to begin the recruitment process for a Civil Engineer II position and an Associate <br />Planner position. The Civil Engineer II position would be responsible for civil engineering work <br />that is moderately complex to very complex. Typical duties include performing professional <br />civil engineering work in the design, constrUction or maintenance of engineering projects. <br />Specifically, this position would assist with or be responsible for contract administration and plan <br />review of the Town Center project and other miscellaneous subdivisions. Minimum <br />qualifications include a Bachelor of Science degree in Civil Engineering or related field plus 3-5 <br />years of engineering experience in the public sector. The 2003 salary range for this position <br />would be $44,000-55,000. As we are half way through the year, this position will cost <br />approximately $30,000, which includes salary, benefits and workers' compensation insurance. <br />Funding will be from the General Fund. It is anticipated that this position will be funded in part <br />by franchise fees from the fourth quarter of 2003 and also from billable time as work is performed <br />on the Town Center and other billable projects. The Associate Planner position is an entry-level <br />professional planning position. Typical duties include performing professional work in <br />community planning or a related area where an understanding of basic concepts, principles and <br />tectmiques is required. The Associate Planner would assist the Community Development <br />Department by reviewing land use applications, serving as a liaison to the Housing Committee <br />and assisting the Principal Planner on various Town Center related projects.
