include research, meeting with housing developers to review ordinances and regulations and <br />reviewing specific site plans. Minimum qualifications include a Bachelor of Arts degree in <br />Urban/City Planning, Business Administration or Public Administration or a related field, plus <br />one to two years of planning experience in the public sector. The 2003 Salary range for this <br />position would.be $42,740-$53,425. As we are half way through the year, this position will cost <br />approximately $28,000, which includes salary benefits and workers' compensation insurance. <br />Funding will be from the General Fund. It is anticipated that this position will be funded in part <br />by franchise fees from the fourth quarter of 2003 and also from billable time as work is <br />performed on the Town Center and other billable projects. An amended, balanced budget <br />reflecting all changes approved by consensus at l;he April 29, 2003 meeting will be presented for <br />adoption at a future meeting. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council authorize staff to begin the recruitment process for a Civil Engineer II position and <br />an Associate Planner position. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Kurak, and Pearson. <br /> <br />Case #8: Consider Ending Probationary Period for Paid On-Call Fire Fighters <br /> <br />Interim Human Resources Manager Reed stated that in early 2002, the City conducted a <br />recruitment process for paid on-call fire fighters. On May 9, 2002, nine individuals began <br />employment with the City as paid on-call fire fighters. The following individuals have <br />successfully completed their one-year probationary period including all necessary training: <br />Timothy Bergerson, Chad Fossum, Daniel Johnson, Matthew Kohner, Dustin Lemke, Roger <br />Peterson, David Rollins and Brian Wetterlind. Based on satisfactory completion of the one-year <br />probationary period, staff recommends that the following individuals be retained as paid on-call <br />fire fighters effective May 9, 2003. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to recommend that the <br />City Council adopt a resolution ending the probationary period and granting status as paid on call <br />fire fighters effective may 9, 2003 for Timothy Bergerson, Chad Fossum, Daniel Johnson, <br />Matthew Kohner, Dustin Lemke, Roger Peterson, David Rollins, and Brian Wetterlind. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Councilmembers Kurak, and Pearson. <br /> <br />Case #7: Authorize Hiring of Human Resources Manager <br /> <br />Assistant City Administrator Nelson stated that at its regular meeting of January 14, 2003, City <br />Council accepted the resignation of Patrick Leadens from the fulltime position of Human <br />Resources Manager and authorized a recruitment process to fill the vacant position. A <br />recruitment process was conducted with the assistance of Labor Relations and Associates, as <br />authorized by City Council on February 11, 2003. Applications were reviewed by Labor <br />Relations and Associates and ten candidates were interviewed by the Assistant City <br />Administrator, the Fire Chief/Public Works Director, and the Police Chief. Second interviews <br />were conducted by the City Administrator and the Assistant City Administrator. Based on the <br />City Administrator's and the panel's review, staff recommended hiring Gi¥onna Reed for the <br />position of Human Resource Manager.
