Site Plan Review: <br />Page 2 of 5 <br />Janua0' 25, 2002 <br /> <br />Sunwood Estates <br /> <br />.6. <br /> <br />Structure Setbaclcs: In the inte~retation and application of the R-3 Urban Residential <br />setback requirements to town.home structures, City, Staff is applying a 35 foot setback fi.om <br />the outer boundaries of the subject property and a 35 foot setback fi.om the public road right- <br />of-way. All of the structures meet or exceed these standards. Current City', Code does not <br />specify a minimum separation bet'~veen buildings. State Building Code requires a 3 foot <br />separation, cave to cave. City, Staff has been applying a 15 foot building separation standard <br />in townhome developments. ACCAP's site plan meets or exceeds this standard. <br /> <br />Density: The site plan shows a total of 32 units on 11.3 acres which equates to a density of <br />2.8 units per acre. <br /> <br />Access: The townhome units will"be accessed via a public street (Sunwood Drive) and <br />private driveway collectors. The private road is shown to be 24 feet wide and by the City <br />Engineer's recommendation, the developer's agreement will require that the covenants <br />prohibit on-street parking. The City will require that the private driveway collectors be <br />constructed to City standards and have B-612 concrete curbs. The Street and Storm Sewer <br />Details (Sheet 4 of 8 of Constructions Plans) indicates that surmountable concrete curb is <br />proposed; this plan should be modified accordingly. All intersections of public and private <br />streets shall intersect at 90 degree angles. The site plan proposes one entrance to the <br />neighborhood from Sunwood Drive. There is also an 'emergency vehicle path' proposed <br />near the north boundary of the plat.' The stated reason for the northerly path is to meet the <br />city's desire for more than one way into a neighborhood in the event of an emergency; and <br />'the fact that no through traffic is allowed will have a traffic calming effect. In keeping with <br />the City's practice to have two accesses into a neighborhood, the City Engineer is <br />recommending that the northerly access not be restricted for use, and that it be developed as a <br />right-in/right-out only bY constructing a median on Sunwood Drive, The e,'dsting access <br />driveway for this parcel on Sunwood Drive, which will hot be utilized, shall be removed and <br />restored. As part of the development agreement, the City will require the townhome owner's <br />association be responsible to sweep the private driveway collectors at least twice a year. <br /> <br />Grading and Drainage: Stormwater is collected through overland flow and storm sewer and <br />are discharged into an e,,dsting 24 inch storm sewer, which has been stubbed out from' <br />Sunwood Drive to service this parcel. This storm sewer discharges into a storm water pond <br />located on the northwest comer of Sunwood Drive and T.H. ff-47. A permit Mil need to be <br />obtained from the Lower Rum Riv.er Water Management Organization to ensure adequate <br />storm water treatment and sedimenGtion is provided. <br /> <br />The grading plan is generally acceptable, however, it will need to be modified in the northern <br />end of the plat to provide a reasonable transition for the driveway connection to Sunwood <br />Drive. A retaining wall is being proposed along a portion of the southern boundary of the <br />site. A safety railing will need to be provided at locations where the drop exceeds 48 inches. <br /> <br /> <br />
