Preliminary Plat Review: Evergreen Point Town. homes <br />March 2'7, 2002 <br />Page 2 of 5 <br /> <br />_Streets: In accordance with comments made at the time of sketch plan review, the plat has <br />been designed with a combination of public streets and private driveway collectors, two <br />accesses onto Alpine Drive, and two accesses to the adjacent property to the west. The most <br />westerly access onto Alpine aligras with Germanium Street on the south side of Alpine. The <br />most easterly access onto Alpine is .320 feet from the intersection of T.H. #47 and Alpine <br />Drive; which exceeds iVln/DOT's recommendation of 250 feet from T.H. fi4.?. Alpine is a <br />Municipal State Aid (MSA) road and any work on an MSA route must meet State Aid rules <br />and policies. <br /> <br />At City Staff's r~quest, the:acce=ies to the parcel to the west have been coordinated with that <br />developer az reflected on an Overview Plan prepared by Passe En=~neering, dated March I2, <br />2002. Ail the private driveway collectors meet the new City policy, however, consideration <br />should be given to eliminate cut-through traffic, if an acceptable alternative is not available, <br />then the private driveway between Lots 15 and 30 should be dedicated and built as a public <br />road. <br /> <br />A copy of the sketch plan was forwarded to Mn/DOT and a response was received on March <br />21, 2002. They are suggesting consideration of installation of turn lanes and/or bypass lanes <br />on T.H. #47 and Alpine Drive intersection. This intersection already has full turn lanes on' <br />T.H. #47. <br /> <br />Vertical curve dam must be provided for final plat approval. The minimum vertical curve <br />length shall be 100 feet or 20 times the algebraic difference, whichever is larger. There shall <br />also be provisions for a temporary cul-de-sac at the end of FIu°rine Street N.W. <br /> <br />Lot Are.as: The City Code standards for lot sizes in the R-3 District are outdated and difficult <br />to apply to current development tren~. However, the minimum amount of area required by <br />the current standards for the types of structures proposed would be 672,000 square feet. The <br />area of the plat, excluding the wetland and road right-of-way is 16. I9 acres or 705,2036 square <br />feet. This meets the intent of City Code. <br /> <br />Grading and Drainage: These comments are based on the Grading Plan that was prepared on <br />February 12, 2002 and revised on March 12, 2002. A drainage permit will be required from <br />Mn/DOT. The development will also require a permit from the Lower Rum River Water <br />Management Organization and MPCA. Evidence of the permits must be received before <br />grading activities commence. <br /> <br />The City has enacted an ordinance that requires an elevation survey at the time of footing <br />inspection to ensure compliance with the approved final grading plan. The grading plan shall <br />identify which type of house style (i.e. walkout, lookout;, rambler, etc) is permitted on each <br />lot. No grades shall be flatter than 1%. Grades flatter than 2% will require a certificate of <br /> <br /> <br />
