Mr. Edmonds replied that they do have volunteers at the site and there is only a minor amount of trouble. He stated that be would be willing to be part of the COlnmittee. Chairperson Cook inquired if there is a liability issue. Mr. Edmonds replied that a lot of the open parks have a three foot and under rule which.is legal to have a free open park so that there is not the liability issue. Unknown resident inquired if four wheelers would be allowed in the park. Chairperson Cook replied that no motorized use will be allowed in the park. U~ '5-mown resident inquired if the entrance to the park will be locked when it is not in use. Commissioner Droegemueller replied that parks are patrolled ~;egularly and that would be an issue with the Ramsey Police. Typically, the community parks are not locked. Commissioner Rolfe noted that City parks close after dark, with the exception of sporting activities that take place under lights. Councilmember Connolly noted that the Police Department has already requested that the crime prevention specialist assist in the design of the park. Unknown resident stated that it seems to be more of a sports complex 'than a park. Chairperson Cook replied that the park is not built or designed at this point and that is the reason they are going through this process, Same resident stated that he raises dogs and would like to have a buffer to keep the dogs quite. He has not had a complaint in 14 years and does not want to start receiving complaints. He stated that he is not against anything with the park but does not want to have complaints about his dogs with the increased use. Unknown resident stated that he would like to see a more diverse use with more picnic grounds, skating, ponds, and keeping the wildlife. Unkmown resident stated that there is a ditch on the south side of the park that heads west and the DNR has a neighborhood wilds program that they could work with for the residents to receive. He suggested looking at a plan on a larger perspective. There is a Minnesota Design Team that works for free which they could incorporate in the project.
