Park Dedication: In accordance with the May 9, 1989 Northfork Park Dedication Agreement, <br /> there is a park dedication obligation of $500.00 per lot. <br /> <br />Streets: The lots are proposed to receive public access from the extension of Inverness Lane to <br />the south and St. Andrews Lane to the north. In addition, the applicant is proposing two new.cul- <br />de-sacs, Inverness Court and St. Andrews Court. Both cul-de-sacs conform to city ordinances <br />and do not exceed 600 feet in length. The cul-de-sacs, however, deviate from the Ramsey street <br />naming guidelines. <br /> <br />The proposed streets are 30 feet face to face and are consistept with the standard detail for streets <br />in the area. There is not a detail or dimension for the radius o'f the, cul-de-sacs. According to the <br />minimum subdivision design standards in Chapter 9 of the City Code, cul-de-sacs must have a <br />minimum diameter of 100 feet. It appears from scaling that this standard is not being met. <br /> <br />There is also not a dimension for the intersection radii but it should be noted that these must be at <br />least 20 feet. It appears from scaling that this standard is being met. <br /> <br />All street grades meet the design standards of not less than 0.4% and no greater than 4%. <br />According to the design standards, a tangent of at least 50 feet should be introduced between <br />reverse curves on all streets. The proposed alignment varies from this requirement in two areas <br />cq Inverness Lane, however, Staff believes that this requirement be waived due to the len~h of <br />curves that are being proposed. An increase in the tangent lengths between the reverse curves <br />will likely increase the degree of curve and sharpness of the curves and therefore not achieve the <br />desired results of increasing sight distances. <br /> <br />Drainage and Grading Plan: This d~velopment will require the issuan6e of a Watershed <br />Management Organization permit..The site should be surveyed by a wetland specialist and if any <br />wetlands are present,, they should be delineated prior to final plat'approval. It appears from the <br />Wetland Inventory Map that there may be wetlands close to the site and the WMO will verify <br />these results in their permitting process. <br /> <br />An erosion control plan must be submitted as part of the grading and drainage plan. Siltfence <br />should be placed along disturbed areas that come within 25 feet of the adjacent properties and <br />golf course. <br /> <br />It is preferable to have surface drainage grades greater than 2%, but absolutely not [ess than 1% <br />and surface drainage should not be transmitted over distance greater than 700feet. While it <br />appears that there is sufficient storage within the development, consideration should be given to <br />the addition of a pond on or near Lots 15-17, Block 2 to improve surface drainage in that area. <br />The addition of this pond could be avoided with the elimination of the walkouts on Lots 17 & 18, <br />Block 2. <br /> <br />Easements: The standard 10 foot drainage and utility easements (5 feet on common property <br />lines) are provided on lot perimeters. <br /> <br />/q <br /> <br /> <br />
