Preliminary Plat Review: Centex Addition <br />July 5; 2001 <br />Page 3 of 5 <br /> <br />10. <br /> <br />!1. <br /> <br />12. <br /> <br />Jill ponding areas must be dedicated as drainage and utility easements as well as have a <br />minimum of twenty (20) foot wide easement for access. All areas where there are storm <br />sewers must have at least a 20 foot w/de drainage and utility easement. <br /> <br />The standard 10 foot (5 foot on common property,. :lines) drainage and utility easements <br />around the perimeter of each tot should be shown on the final plat. <br /> <br />Stormwater Mana_oement Fee: The CiD' has established a storm water management fee of <br />$375 per umt that must be paid prior to release of the final plat for recording. <br /> <br />KEU Number: The City has enacted a quarterly drainage utility charge that is applicable to <br />each unit in the proposed development. <br /> <br />Traffic Generation ,amalvsis: During sketch plan review, a tral53c generation analysis was <br />prepared based upon the subm/ssion at the time. The preliminary, plat has reduced the overall <br />number of lots from 157 to 155 un/ts, which will proportionate]y reduce the overall trafSc <br />generated from the development. Howe',er, the internal street changes within the <br />development are significant, and the traffic subdistr/cts are being reviewed. A revised <br />analysis will be prepared and presented at the Planning Commission meeting on July 12. The <br />revised report will desc~be the traffic impacts to the areas adjacent to the development. <br /> <br />Staff has concerns over the revised street system. The straight alignments of 155th Lane and <br />of V¢aco Street make these two streets particularly strong candidates for future traffic <br />calming requests, tn addition, the revised plan creates three more cul-de-sacs than the <br />original plan. The lack of through streets increases traffic on the remaining through street <br />which in mrn exasperates the traf-z']c calming issues. <br /> <br />Tre¢ Prese,wation Plan: As stated at the time of Sketch Plan Review, the Preliminary~ <br />Grading and Erosion Control Plan does identify e>zisting tree ~owrh and removal lirmits. The <br />addition of one 2.5 inch dbh tree to each lot needs to be Stated on the Plan. <br /> <br />Sidewalks. In accordance with City Code, sidewalks are proposed onone side of all non cul- <br />de-sac streets. The Park Commission recommended~ that the sidewalk on Xqdmo Street be <br />located on the west versus the east side of the road; a modification to the preliminary plat is <br />required. Sidewalks are not park dedication credit eligible. <br /> <br /> <br />
