Proof of an access easement needs to be provided to the <br />Ci~ that will allow the aparnnent building residents to cross onto Lot 1, Block 1. The drive itself will <br />be constructed in conjunction with the apartment building and Mil be located no closer than 20 feet <br />from any ex, er/or lot line. Neighbors on Flourine St. have raised concerns regarding the potential <br />tra~c volume and the possibility that the existing trees located along the common property, tine will be <br />cur down to accommodam the new drive. Staff feels that every effort shall be made to keep the trees in <br />their present location and to locate the new drive in a place of m/mmal impact to the surrounding land <br />owners. <br /> <br />The plan for the second building shows direct access to State Hwy. 47 and anticipates a future <br />secondary, access to a new drive opening on to CSAH 5 located north of Dysprosium St. MnDOT has <br />reviewed the sire plan and has indicated that the access onto State Hwy. 47 for the second apartment <br />building will not be permitted. The developer should be prepared to address this issue at such time that <br />they are ready to consn-uct the second building. <br /> <br />Grading and Drainage: .The proposed apartment building under review is located within 50 feet of a <br />protected wetland. The wetland has been delineated and the delineation report shall be submitted and <br />reviewed by the Lower Rum River Water Management Organization. A permit is necessary from this <br />organization and they will review stormwater and erosion control measures in addition to the wetland <br />delineation report. <br /> <br />The grading plan submitted does not indicate how runoff will be transmitted from the parking lot to the <br />storm water detention pond. More detail needs to be provided for this plan before further comment can <br />be made. <br /> <br />REU Number: The City' hms enacted a quarterly drainage Utility charge that is applicable to the <br />proposed development. <br /> <br />Landscaping: The proposed [andscaping plan is deficient in several areas, namely the lack of detail <br />and insufficient number of planting around the apartment building. 'Staff will set up meeting with the <br />applicant in the near future to discuss how to create a landscaping plan that meets City standards. <br /> <br />Screening: Adequate screening from the e,,dsting single-fm-nily lots shall be maintained al'ong the new <br />access drive that feeds into the e~sring parking areas for the church. The landscaping plan should be <br />modified to show the proposed screening. <br /> <br />Off Street Parking, Design: Ail parking areas and drives located on the sites shall be paved and <br />finished with B-6/12 concrete curbing. <br /> <br />Off Street Parking,. Number~ The apartment building .W/Il have 48 underground parking stall for use <br />by the tenants and will provide 33 off-street parking spaces in front of the aparnnent building for a <br />total of 81 parking spaces. Under the MX Multiple Residential District, a tor. ai of 91 parking spaces <br />would be needed for this development. The previous senior apartment development, Savannah Oaks, <br />used a standard of 1.5 parking spaces per amt. Ifth/s standard is applied to the Lord of Life apartment <br />building, a total of 72 parking spaces are needed. Staff is recommending that this standard be used <br />again since very few of the residents have two cars and some have none. <br /> <br /> <br />
