Parks/Utilities Supervisor Boos advised.that whether they go north or east is a moot point
because they may go both north and east for two accesses. He explained he would like to
get comments from the Commission to blend the two concept plans together.

The two park plans were shown and discussion held on where the Commission would
like different items and what should be combined.

Parks/Utilities Supervisor Boos explained some of the dynamics with the differences in
the plans. One of the designs showed a park design and parking right off of this. He
stated it was far more economical but not good as far as pedestrian and auto mingling.

The Commission decided on a road with a parking lot.

Parks/Utilities Supervisor Boos noted another design issue was storm water management.
The reason it was brought up is all along one area could be rural section but when they
have people parking as a destination, they should have concrete curbs so parking is
limited to certain areas which is very expensive.

Commissioner Rolfe stated to route the traffic down to one area is the right thing to do
but the Athletic Association Stated timing was an issue.

Commissioner Shryock expressed her understanding that the athletic association needed
fields but it should not be a driving factor on completing this.

Commissioner Olds commented that they can not look only at the park today but they
need to look at it fifty years from now and what they want for it then.

Parks/Utilities Supervisor Boos explained he is meeting with RYAA's Bill Casey on
Tuesday and felt it was important to get the Park Commissions ideas to bring to the
meeting to discuss.

Commissioner Olds suggested they needed to find out how many fields they would need
at the park because that would determine the number of parking spaces per field.

Chairperson Johns noted there was discussion about having five fields a certain size.

Parks/Utilities Supervisor Boos explained there would be enough room for five large
fields to be played consecutively.

Commissioner Olds noted that if they had an amphitheatre with room for six hundred,
there would not be enough parking spots for that and the soccer fields.

Parks/Utilities Supervisor Boos stated he thought the soccer fields would be used at
different times than the proposed amphitheatre.

Park and Recreation Commission Work Session/April 10, 2003
Page 2 of 5
