Mr. Mastey explained he based the parking on the six hundred seating amphitheatre. He
stated what they have discussed at this point was how the park would be laid out and
where is the best place for a building site before deciding where the parking and drive
should be.

Mr. Mastey described the different elevations of the park and where would be the best
spot for a building.

Parks/Utilities Supervisor Boos noted a parallel issue was they would need telephone and
electricity into the park which can be a costly matter.

Mr. Mastey eXplained they want to utilize the park to its fullest potential and yet make
sure they do not lose the essence of this site. They do not want to fill the park up to
capacity and make it like all the other parks.

Commissioner Shryock expressed her opinion that she liked the laYouts because there is
space to work with in the future.

Commissioner Lehman in~luired what the general direction Was for the athletic
association in regards to the park.

Commissioner Olds stated it is a good point because right now they have parks that are
dedicated to different functions and with the amount of people potentially moving into
the area, they do not know what they want. Do they design and develop this park with
the potential that something else down the road may want to be installed.

Commissioner Rolfe noted that maybe they should leaVe the area undesignated.

Parks/Utilities Supervisor Boos explained they could utilize the open area as a prairie
area with park benches and a picnic area.

Parks/utilities Supervisor Boos stated for the interim, they-have planted alfalfa that theY
will cut and sell so as to mow the area and provide money for the park.

Mr. Mastey noted they have planted forty-four acres for this.

Discussion ensued in regards to what the open area could be used for now and in the
future.

Commissioner Lehman stated he thought it was important to talk about this because they
are losing all of their open space in the City.

Parks/Utilities Supervisor Boos commented that most of the users do not ask about the
history of Ramsey and implementing information into the trail may be worthwhile. He
explained they will not have enough money to pave all the areas at this time.

Park and Recreation Commission Work Session/April 10, 2003
Page 3 of 5
