CONSULTING ENGINEERING SERVICES FOR <br />1996 CONSTRUCTION PROJECTS <br /> By: Steve Jankowski, City Engineer <br /> <br />CASE # <br /> <br />Background: <br /> <br />As budgets are approved for 1996, we have a number of construction projects which must <br />be designed and completed as early as possible in 1996. To achieve this goal, the City <br />should select and retain engineering consultants as soon as possible to allow for design, <br />permitting and bidding at the earliest opportunity. Listed below are several projects which <br />are aniticpated: <br /> <br />Wetland gl 14P Miti~,ation for Fillim, Associated with Sunwood Drive <br /> <br />You will recall that earlier this spring, the DNR had informed the City that it would allow <br />the filling of a portion of Wetland gl 14P for the crossing of Sunwood Drive subject to <br />mitigation. We are recently in receipt of a letter from DNR defining an acceptable <br />mitigation project which would consist of an earthen dike being placed across Wetland <br />gl 14 at two locations; approximately 400 and 1,000 feet west of the current terminus of <br />Sunwood Drive in Wood Pond Hills. Because Barbarossa & Sons is currently finishing <br />sanitary sewer installation within this wetland, the construction of such a berm could easily <br />be incorporated into their final restoration work within the wetland. John Oliver, Inc. has <br />been the engineer involved on the school sewer and water extension project and would be <br />the logical choice of engineers to design, stake and supervise construction of the mitigation <br />improvements. In addition to the above, services require receiving necessary approval <br />from Anoka County which has jurisdiction of County Ditch #43 which runs through <br />Wetland gl 14P. I anticipate having a proposal outlining the scope and cost of this work by <br />the time of the meeting. <br /> <br />Extension of Sunwood Drive from C.R. #56 to C.R. #116 i~nd Sanitary_ $?wer and <br />Watermaitl ~o .$~rvi¢~ AEC Enerey Park <br /> <br />The City has made a commitment to AEC to service their new facility and adjoining <br />business park with sanitary sewer and water by the fall of 1996. The City selected <br />Hakanson Anderson Associates, Inc. to provide these services and due to the need for <br />service to several commercial development located along the proposed route to the business <br />park, a portion of the sewer and water facilities were constructed in 1995. Because <br />Hakanson Anderson is under contract to complete the sewer and water mains to be routed <br />to AEC, they are the logical choice to complete the engineering of Sunwood Drive, beneath <br />which these utilities will be placed. Additionally, Good Value Homes has purchased the <br />80-acre parcel north of AEC on C.R. #116 and will be developing a 160-lot subdivision. <br />They will be requesting the extension of sewer and water from the AEC Business Park. <br />The extension of sewer and water to this site would be an efficient extension of the sewer <br />and water work to be installed in Sunwood Drive. Attached to this case is a proposal from <br />Hakanson Anderson to do this work for a not-to-exceed cost of $24,800 for basic <br />engineering services and an estimated budget of $28,500 for surveying and inspection <br />services. The total construction cost of these improvements is estimated to be as follows: <br /> <br />Watermain from Sunwood Drive to Good Value Inc. <br />Sanitary Sewer from Sunwood Drive to Good Value Inc. <br />Sunwood Drive C.R. #116 - C.R. #56 <br /> Total Construction Cost <br /> <br />$ 70,750 <br />$140,000 <br />$300,000 <br />$510,750 <br /> <br /> <br />
