projections for our City's Comprehensive Plan assign 30 trips per 1,000 square foot for
commercial property and ten trips per day for a single family residential unit. Therefore, an
equitable charge would be $1.50 per square foot for commercial building space. The residential
charge would be collected upon platting, while the commercial trunk charges collected at the time a
building permit is issued.

The City Council may also wish to follow the process utilized in Prior Lake and Savage and
require a trunk fee on each building permit. If such a fee is established, care should be taken such
that it does not place Ramsey's building permit fees out of line with neighboring communities.

Committee Action:

Review proposed policy and make recommendation for adoption/modification to City Council and
direct City Attorney to review city ordinances and prepare necessary ordinance change.

Reviewed by:

City Administrator
Finance Officer
City Attorney
City Engineer

RB:05/23/95

/ccr
