City Engineer Jankowski stated that in accordance with City Staff recommendations at the time of <br />sketch plan approval, the eastern portion of Outlot A is proposed to be dedicated as drainage and <br />utility easement rather than as an outlot, as outlined in the City Staff Review Letter dated June 28, <br />1995. He noted that Staff is not recommending any additional easements along interior common <br />lot boundaries since it is likely that lot lines will change, which would then require vacation. In <br />reference to the alignment of Sunwood Drive, Mr. Jankowski advised that the City will work with <br />Altron and AEC to come up with something acceptable to both, but he indicated that Sunwood <br />Drive will continue in the approximate location and will proceed to Ramsey Boulevard. <br /> <br />Commissioner Deemer inquired whether the City intended to deviate from their access policy to <br />MSA (Municipal State Aid) streets. <br /> <br />Mr. Jankowski replied that the City does intend to restrict access from these created lots to <br />Sunwood Drive. <br /> <br />Commissioner Deemer inquired if the design speed would be lowered. <br /> <br />Mr. Jankowski stated they will attempt to attain a 40 m.p.h, limit. <br /> <br />Commissioner Hendriksen inquired who would be paying for the MSA street (Sunwood Drive). <br /> <br />Mr. Jankowski replied that it could be constructed with TIF (Tax Increment Financing) or MSA <br />dollars. He was unsure of what the City Administrator will propose. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the preliminary plat for AEC Energy Park based on discussion and contingent <br />upon compliance with City Staff Review Letter dated June 28, 1995, the recommendation of the <br />Park Commission on June 8, 1995, and the continued construction of 143rd Avenue along the <br />south boundary of this plat to provide access to the eight southerly lots. <br /> <br />Further Discussion: Commissioner Deemer explained that the plat shows an MSA road through <br />the center with no accesses, and these lots should have access on something other than Sunwood <br />Drive. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />and Holland. Voting No: None. Absent: Commissioners LaDue and Thorud. <br /> <br />Case #4: Request for a Home Occupation Permit; Case of Diane Dempsey <br /> <br />Zoning Administrator Frolik explained that one year ago City Council granted an interim use permit <br />to Diane Dempsey to conduct doll making classes in her home at 14794 Krypton Court N.W. The <br />reason for the interim use permit was that she was the only home on the block at the time and her <br />future neighbors did not have the opportunity for input at the public hearing. Over the past year, <br />the City has received no complaints regarding the home business. All homeowners on Krypton <br />Court N.W. were notified of the public hearing held tonight. <br /> <br />Commissioner Deemer reported that he drove by the home during one of Ms. Dempsey's classes, <br />and he couldn't tell anything unusual was going on. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to amend the <br />Findings of Fact in the affirmative, and recommend that City Council adopt the amended Findings <br />of Fact relating to a request for a home occupation permit at 14794 Krypton Court N.W. <br /> <br />Planning Commission/July 5, 1995 <br /> Page 9 of 13 <br /> <br /> <br />
