City Engineer Jankowski stated it was his understanding that they would. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner LaDue to recommend that City <br />Council grant final plat approval to Phillips Addition to Ramsey. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Hendriksen, Terry, and Thorud. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Approval of Brandseth; Case of Blaine <br />Edmundson <br /> <br />Zoning Administrator Frolik reported that Blaine Edmundson is requesting preliminary plat <br />approval of Brandseth. The plat is located in the southwest comer of the intersection of 153rd <br />Avenue and T.H. #47 and consists of approximately 22.5 acres proposed to be platted into 45 <br />single family residential lots served by municipal water and sanitary sewer. An outlot adjacent to <br />T.H. #47 will be retained for commercial uses. All lots meet minimum area requirements, and <br />minimum width requirements are met either at the street frontage or building setback line. The plat <br />will receive access from 153rd Avenue, and all lots will receive access from interior streets. The <br />one cul-de-sac doesn't exceed the maximum length restriction, and 152nd Avenue is platted to the <br />west boundary to provide future access to City-owned property. The City will request an <br />additional 27 feet of right-of-way along T.H. #47; the current preliminary plat proposes dedicating <br />17 feet. <br /> <br />City Engineer Jankowski expressed concern that drainage discharging onto private property still <br />needs to be addressed. He felt that there would be such a discharge from a spring melt. Upon <br />checking with the consultant working on the City's Comprehensive Stormwater Plan, the amount <br />of mn-off from a spring precipitation/snow melt 100-year event could be up to 7 inches. The <br />property owner to the north, Mr. Niles, response to this information was one of caution. <br /> <br />Chairperson Bawden inquired if the property to the north was wetland. He noted that he was <br />aware mud runs occur there, but wondered whether it was a wetland. <br /> <br />Jankowski replied that it does not appear on the National Wetland Inventory map, however it <br />should be delineated. Mr. Jankowski went on to say that, in theory, this is not an unacceptable <br />scheme, but there has to be some agreements made. He discussed the disadvantages of drainage to <br />the south, and also drainage to the east. He concluded that there are a number of options, but it is <br />important to obtain the legal drainage rights for whichever option is chosen. <br /> <br />Commissioner Hendriksen inquired if a 7-inch rain needs to be accommodated, and Mr. <br />Jankowski responded that a 7-inch rain would be a 100-year event. <br /> <br />Commissioner Deemer commented that a frozen ground thaw like that which occurred last year <br />would be a 100-year event, and Mr. Jankowski agreed. <br /> <br />Commission Hendriksen again inquired what event needs to be planned for, and Mr. Jankowski <br />replied that it would need to be designed for a 100-year event if there were structures surrounding, <br />but there is a field there, so it is probably not necessary. <br /> <br />Mr. Jankowski went on to discuss the importance of a looping water system. <br /> <br />Chairperson Bawden inquired about the concern brought up at the public hearing by A1 Kempf <br />regarding his driveway and trees being tore up to accommodate bringing the trunk lines through. <br /> <br />Planning Commission/December 5, 1995 <br /> Page 5 of 13 <br /> <br /> <br />
