Motion by Commissioner Kent and seconded by Commissioner Ullen to elect Mr. Wesley Bulen to
the Hall of Fame for 1995.

Motion carded. Voting Yes: Chairperson Wagner, Commissioners Kent, Ullen, and Nelson.
Voting No: None. Absent: Commissioners Stafld, McGhee, and Marquart.

Mr. Gromberg has not ordered the Tee Packs that were discussed previously, as they were more
expensive than originally projected. Alternate promotional items may be considered. In
comparison, the hats that were distributed costs $3.69 each.

Motion by Commissioner Nelson and seconded by Commissioner Ullen to purchase the Tee packs
for the 1995 Business Appreciation Day with the City Logo on each of the balls.

Motion carded. Voting Yes: Chairperson Wagner, Commissioners Nelson, Ullen, and Kent.
Voting No: None. Absent: Commissioners Stafld, McGhee, and Marquart.

At the next meeting of the EDC, the acquisition of door prizes will be reviewed. Making contact
with the various businesses should be planned as soon as possible.

Case #3: Marketing Plan for Industrial Park.

Commissioner Kent and Mr. Gromberg met to review proposals for advertising the property
currently owned by the City for industrial development. The City has recently purchased the 34-
acre "Spohn" property that separates the City of Ramsey's from the City of Anoka's industrial
park. This completes the control of all the property between the two cities. This purchase will also
increase the City's holdings in excess of 100 acres of commercial/indusu-ial property. This makes
development of a stronger marketing plan all the more important. In addition the City has spoken
with the Minnesota Real Estate Journal as they are currently doing an article highlighting
development along Highway #10 from Elk River to Coon Rapids. This will be published in the
next couple of weeks and will be forwarded to the EDC in their next agenda packet. The EDC may
wish to review the possibility of placing an ad in the Journal highlighting the City of Ramsey.

The EDC reviewed the map and proposed information for the ad in the Journal.

Motion by Commissioner Nelson and seconded by Commissioner Kent to authorize publication of
an ad in the Minnesota Real Estate Journal with the article regarding development along Highway
#10.

Motion carded. Voting Yes: Chairperson Wagner, Commissioners Nelson, Ullen, and Kent.
Voting No: None. Absent: Commissioners Stafki, McGhee, and Marquart.

In addition to the marketing plan for the industrial park area, the City may want to consider
developing covenants for this area. Copies of covenants adopted for the Anoka enterprise park
were distributed to the EDC members. These covenants have been changed to reflect the City of
Ramsey; however, we need to review them in the event changes are desired.

Chairperson Wagner pointed out that on Page 5, in Section 3.01, there appears to be a typo error
wherein it states that "Declarant shall give at least 30 days, but not less than 90 days", it should
read "but not more than 90 days".

They draft document was discussed by the EDC. It was suggested that the Economic Development
Authority plus two property owners serve as the Architectural Review Board. Review will
continue after updates are received from City Attorney Goodrich and City Staff.

Economic Development Commission/June 8, 1995
Page 3 of 4
