The consensus of the EDC was to approve the newsletter and have it mailed shortly before the end of
December.

Case #3:

Economic Development Commission Goals for 1996.

At the joint meeting of the EDC and City Council, certain issues were brought up for review by the EDC.
These issues include the following:

· Continued development of the Ramsey Business Newsletter.
· Develop a proposed ratio of commercial/industrial land for the City and recommend changes to the
Comprehensive Plan to facilitate this ratio.
The development of a breakfast/lunch program that will foster ongoing relationships between the
City and businesses.
· Review of the Highway #10 corridor to determine what, if any, future actions should be taken to
assure its value to the City as a main commercial area or quasi-downtown.
· Developing some conformity in the style of signs in the industrial areas and the continued
development of the entrance signs for the City of Ramsey.

Chairperson Wagner suggested the ranking of the goals so that the ones that could be completed in a
timely manner or that would take a small amount of time should be completed first. This will allow for
the dedication of significant time to the more complex issues such as the commercial/industrial ratios
and the Highway #10 redevelopment issue. The Commission members agreed with the idea and
suggested the ranking of the less time consuming issues.

The Ramsey Business Newsletter has already been developed and its continued completion will need to
be ensured. This will require the EDC to provide information on a regular basis.

Commissioner Nelson asked about the breakfast/lunch program and what it would entail.

Chairperson Wagner interjected that this was developed from a program that proved successful for the
City of Anoka.

Mr. Gromberg continued that the City would invite the new businesses such as Carbon Product
Technology, AEC, Wendell's, Command Corporation, etc., the Mayor and Councilmembers, the EDC
and City Staff members. The meeting would be somewhat structured with the new businesses talking
about why they located in the City and to introduce the new prospects. This would also be an ideal
opportunity to continue developing relationships with the new prospects. This would also be a good
opportunity to continue developing relationships with the new businesses.

Commissioner Nelson asked how many people would be invited to these gatherings.

Mr. Gromberg thought that they would be limited to 20 to 30 people to allow for greater interaction.

Chairperson Wagner then suggested that the EDC review the sign goals for the City. He suggested that
in addition to the monument type entrance signs, the City purchase smaller signs, such as the one on
Armstrong Boulevard, to be located on the smaller roads entering the City. Some examples of the
location for these signs would be County Road #22 from Elk River, Nowthen Boulevard from Burus
Township, and St. Francis Boulevard from Burns Township/Oak Grove.

Economic Development Commission/December 7, 1995
Page 3 of 5
