Ms. Hart stated that this Ricoh FT8780 is the top of the line. We have literally worn out
our current machine; it was not built to handle the volume of copying we do.

Councilmember Beahen inquired how long the City has had its present machine to which
City Administrator Schroeder replied seven or eight years.

Councilmember Beahen inquired the life expectation of the new machine to which Ms. Hart
replied upwards of seven to ten years.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to
recommend Council adopt the resolution authorizing the purchase of two copy machines
and mending the 1995 Adopted General Fund Budget.

Further discussion: Councilmember Peterson stated that some companies have gone to an
almost paperless system. Ms. Hart stated that part of the RFP on the computer system
does cover data retention; therefore, the retention of paper should go down.
Councilmember Zimmerman commented that government work creates a lot of paper.
Councilmember Peterson stated he understood that but felt if there is a way to cut down on
paper, it should be done.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and
Peterson. Voting No: None. Absent: CouncilmemberBeyer.

Case #3: Authorize Purchase of Four (4) 1995 Ford Crown Victoria for
Police Squads

Finance Officer Hart stated that included in the 1995 Adopted General Fund budget is
$68,868 for the purchase of four new squads. The budgeted amount includes purchase
price and set-up for the four squads. Three of the new squads will be replacements for
squads to be transferred out to the Administrative fleet, the fourth for an existing squad
which will be rotated to the investigator position. The existing investigator squad will also
be rotated to the Administrative Fleet.

Mayor Hardin stated he is not opposed to the pumhase of these squads but felt we should
look into trying to rotate so we are not buying a new fleet all the time.

Councilmember Peterson stated that Sergeant Gustafson had done a study on vehicle
rotation and asked him to bring that back to the Finance Commiuee.

Mayor Hardin stated we have had past discussions about having a backup car. He inquired
if it's possible to share a back-up car with other cities.

Sergeant Gustafson stated that the plan is to rotate one car into the investigators car. We
are planning to leave some of the statutory equipment on the car; therefore, it could be used
as a backup to the patrol fleet. He stated it would be three to four years before the
investigator's car would wear out.

Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend Council
adopt the resolution authorizing purchase of four 1995 Ford Crown Victoria's for Police
squads.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and
Zimn~rman. Voting No: None.

Finance Committee/January 24, 1995
