City Administrator Schroeder stated there is a one or two sentence phrase dealing with <br />alcohol. He added that once this draft policy is finished, it may be applicable to other parts <br />of the City. There are other areas that are similar to being called back to work on an <br />emergency basis such as snow removal, police officers, etc. <br /> <br />Councilmember Beyer stated that the City is required by law to have a drug and alcohol <br />policy in place. She stated she would like some time to review the draft policy and added <br />that she may have some ideas on language to include as she is working on a policy for the <br />City of Lexington Fire Fighters. <br /> <br />Chief Kapler inquired if everyone on the Board feels there is a need for such a policy. <br /> <br />Councilmember Beyer stated it is necessary. <br /> <br />Boardmember Williams stated that, from an administrative point of view, this is needed. <br />Maybe there will never be a use for it; however, if there is, it's in writing. <br /> <br />Boardmember Weiss stated he agrees. It's no different with the driving policy, if it's in <br />writing, the steps to take will be consistent. <br /> <br />Boardmember Williams stated that a written policy rules out letting a "buddy" get by with <br />something. <br /> <br />Mayor Hardin felt there is a definite need for a policy and suggested looking at one to <br />encompass the entire City Staff. <br /> <br />Mr. Schroeder stated that the situations for the Fire Department are different; however, <br />reporting to work is the same, the concern is the same, the outcome should be the same. <br /> <br />Boardmember Weiss inquired if this policy would be reviewed by an attorney to which <br />Chief Kapler stated it is critical that it have attorney review. <br /> <br />Boardmember Williams stated he has a lot of questions about the legal standpoint of such a <br />policy. <br /> <br />Councilmember Beyer stated that the information they received at the seminar for elected <br />officials, referred to policies. She wasn't certain that they had examples of such in the <br />literature; however, she has some copies of policies from other cities. <br /> <br />Chief Kapler suggested it would be easier to deal with a policy such as this now when there <br />is not a problem. <br /> <br />Consensus of the Fire Board was to review the policy and bring it back with suggestions. <br /> <br />Mayor Hardin commended Chief Kapler for the initiative to deal with this issue. <br /> <br />Fire Board/February 8, 1995 <br /> Page 4 of 6 <br /> <br /> <br />
