All residents should have reasonable access to Ramsey's trail system with a minimum of <br />thorough-fare crossings. <br /> <br />Each significant State and County Highway roadway should have, at minimum, a paved <br />shoulder designated for non-vehicular transportation. Eventually a parallel treadway <br />separated by curb and boulevard is desired. <br /> <br />The City should establish pedestrian and bicyclist safety as a key priority in its traffic <br />control enforcement program. <br /> <br />The City should aggressively seek development, operations and maintenance funding for <br />trail segments that are of regional importance. <br /> <br />The City should identify and prioritize those trails serving an important transportational role <br />(i.e.: paralleling Highway #47) to utilize Federal Highway Administration or Minnesota <br />State Aid dollars for construction. <br /> <br />In existing trail corridors, a landscaping program should begin utilizing seedling stock to <br />separate and buffer adjoining land uses. Each plan will consider providing Sight lines to <br />assist the public in monitoring trail activity. <br /> <br />All trails received through subdivision platting should be constructed concurrent with the <br />development infrastructure to encourage and expedite trail plan completion. <br /> <br /> <br />
