Case <br /> <br />Adopt Proposed Ordinance Rezoning Certain Property from R- <br />3 Urban Residential to R-I Urban Residential; Case of Gary <br />Gotham <br /> <br />City Administrator Schroeder stated that, at the last meeting, Council introduced an <br />ordinance rezoning the proposed plat of Willow Ridge to R-1 Urban Residential. This <br />same ordinance is being presented for adoption. <br /> <br />Motion by Councilmember Zimmerman and Seconded by Councilmember Beahen to adopt <br />Ordinance g95-07 rezoning the proposed plat of Willow Ridge to R-1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Case #3: Introduce Adult Use Ordinance <br /> <br />City Administrator Schroeder informed Council that the City Attorney and Police Chief <br />have asked that the introduction of the proposed adult use ordinance be tabled due to the <br />City Attorney coming across some additional case law information. <br /> <br />Councilmember Peterson asked that tattoo parlors be included in the discussion of adult <br />uses also. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to table the <br />introduction of the proposed adult use ordinance until the City Attorney and Police Chief <br />bring it back for action. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #4: Amendment to Utility Permit for Anoka Municipal Utility <br /> Company for the Installation of Utility Lines <br /> <br />City Engineer Jankowski stated that, at the November 7, 1994 meeting, the City Council <br />approved a utility agreement with Anoka Municipal Utility to install electric power <br />transmission lines from the United Power Association line, located north of 153rd Avenue <br />N.W., to a new substation which is to be constructed north of the Burlington Northern <br />Railroad right-of-way on the Ramsey-Anoka boundary. When the agreement was <br />approved, three potential routes were considered for the transmission lines. Alternate 3 <br />was selected for this alignment as it would have the least impact to residential <br />neighborhoods. Mr. Jankowski explained that since November, discussions have taken <br />place between Anoka and Ramsey City Staff which have resulted in consideration of a <br />modified alignment. He noted a letter from Mr. Mark Nagel, City Manager of Anoka, <br />which summarizes the advantages of the new alignment. His letter requests that this <br />alternative be added as an alternative transmission line alignment. The alignment is <br />described as follows: along the west 80 feet of the landfill property commencing at 153rd <br />Avenue N.W., then south along the east side of the center line of Sections 22, 27 and 34, <br />to the Burlington Northern Railway, then southeasterly along the north side of the railway. <br />Mr. Nagel's letter indicated that Waste Management, which owns major portions of the <br />property which the transmission like will cross, prefers Alternate 4 over Alternate 3, if it <br />can be worked out that way. Anoka Electric Utilities would like to begin land acquisition <br />proceedings and has requested that this route be added as an acceptable alternative route <br />alignment.
