minimizes visual impact. He stated that Anoka Electric Utilities is requesting that Council
consider g4 as an alternate alignment; however, they would like to keep both options open.

Bob Kirchner, Community Development Director for the City of Anoka, Dan Voss, Utility
Director for the City of Anoka and Tom Gedde, Attorney for the City of Anoka were all
present.

Mr. Dan Voss stated that the alternative #4 would be about 40 feet from residential
property.

Councilmember Peterson inquired about easements.

Mr. Voss replied they have to be obtained from Waste Management and the City of
Ramsey.

Councilmember Peterson inquired about combining the two lines.

Mr. Voss stated they would not be combining the two lines right now; however, they are
looking at joint use - also along the railroad tracks.

Mayor Hardin commented that he does like alternative g4 better.

Councilmember Zimmerman asked resident Doug Fountain if he is satisfied with the
alternatives.

Doug Fountain, 15255 Garnet Street N.W., Ramsey, read a letter he received from Mr.
Voss explaining the proposed alignment. He (Fountain) felt it is asinine to put a power line
50 feet from where another one exists. He stated that he has requested Mr. Voss to put
their lines on the poles already there and added that he would prefer the line go along
Sunfish Lake Boulevard. Mr. Fountain pointed out that he is being visually encroached.

Councilmember Peterson stated that the Anoka Municipal Utility Company will be meeting
with Anoka Electric Cooperative in April to try to accomplish what Mr. Fountain is talking
about.

Mr. Fountain stated he felt he was getting an agreement to get him "off their backs". "If
they can do this, that's great."

Mayor Hardin asked Mr. Voss the likelihood of the joint use.

Mr. Voss replied he didn't know. He explained that the existing line is a distribution line
and also explained the common practice of under-building power lines. He added that they
would work on this.

Councilmember Zimmerman asked if anyone felt it would be advantageous for an
informational type meeting with the residents affected by this.

Councilmember Peterson stated that this is basically on Waste Management property.

Mr. Tom Gedde expressed a concern about time constraints. He mentioned being careful
about interfering with the monitoring wells, etc. Mr. Don Otter of Waste Management has
indicated that lines can be installed along the west edge without disturbing those
improvements. Mr. Gedde explained that if you follow this proposed alternate route, you
get to AmCor. This alternate would go.south through the middle of that property.
