Mr. Jankowski stated that the area drains to this wetland. <br /> <br />Mr. Canesi stated that this will not benefit him. He inquired if the land is drained, will it be <br />buildable. <br /> <br />Mr. Jankowski replied there is no vacant lot in that drainage area that can be built on right <br />now. <br /> <br />Mr. Canesi inquired if there are any plans to use any of this land for private development. <br /> <br />Mr. Schroeder replied that there are currently no development plans. This area is outside <br />the Urban Service District - the four in forty applies and we do not allow any further <br />subdivisions. <br /> <br />Mr. Jankowski reported there are no large significant tracts involved. <br /> <br />Mr. Canesi stated that Mr. Jankowski, in his presentation, had mentioned setting aside <br />money for future use. <br /> <br />Mr. Jankowski explained that he has talked to the property owners and has gotten the okay <br />to come onto the property. If they refuse and the project goes forward, we will need to <br />acquire easements. If the money is not used for eminent domain, he proposed we begin to <br />acquire easements. <br /> <br />Mr. Canesi inquired how Mr. Jankowski arrived at the dollar amounts. <br /> <br />Mr. Jankowski replied that he talked to a contractor and got an estimate of hours, etc. <br /> <br />Mr. Canesi inquired if eminent domain proceedings could be done within six months. <br /> <br />Mr. Jankowski stated that he is planning to install these culverts immediately if he is <br />directed to do so. The easements would be obtained for large future projects. <br /> <br />Mr. Canesi was concerned that if the government has dollars stuck away for future <br />projects, they will find something else to spend it on. <br /> <br />Mr. Goodrich stated that under Chapter 444, the dollars can only be used for the intended <br />project. <br /> <br />Russ Zastrow, 16515 Armstrong Boulevard N.W., Ramsey, inquired if under Chapter 444 <br />the City is only levying against subdistricts or the entire district. <br /> <br />Mr. Goodrich replied that 444 allows levying against subdistricts. <br /> <br />Barb McKusick, 6801 - 157th Lane N.W., Ramsey, informed Council that she lives at the <br />end of County Ditch #3. She inquired how many acres will drain into the new drainage <br />system and how much drainage Ditch #3 can handle. <br /> <br />Mr. Jankowski replied that the water flow would be one and two cubic feet per second - <br />it's a slow pace. This will not add a substantial amount. <br /> <br />Ms. McKusick stated they have a culvert that has been cleaned a couple of times but it <br />continues to get plugged.
