Mr. Jankowski stated that the City is currently accepting proposals to look at the drainage
situation for the southeastern portion of the City. This was done 15 years ago, but it needs
to be revisited. We need a plan to be able to identify capital improvements. He reported
that he has asked for two separate projects to address what needs to be done with County
Ditch #3 - what it can handle currently and what it can handle if it is cleaned out.

Ms. McKusick stated that Mr. Jankowski had said within two years, he wants to clean
Ditch #3. She inquired how that would be paid for.

Mr. Jankowski replied it would have to be discussed by Council. Some of the pay options
are assessing the drainage district, creating a drainage utility, or charging property owners
by run-off generated.

Ms. McKusick stated their home is built where the City said the elevation should be - if the
water comes up into the homes, she questioned how the City will monitor the water.

Mr. Jankowski stated that it's quite a small amount of water to flow at one to two cubic feet
per second. It moves slowly through the culvert and when it gets to a wider area, it moves
even slower. The elevation change should not significantly effect the area. He felt that the
City should still look at improving the area.

Bob Arnold, 6841 - 157th Lane N.W., Ramsey, stated he refinanced his home last spring
and was told that he was in a flood area. He had the surveyors out - his foundation is
1/10th of a foot above the three-foot mark which is not much. He wondered if the
elevation was changed, if he would actually be in a flood plain.

Mr. Jankowski informed Mr. Arnold that the flood plain was established by the Federal
Housing Authority in 1979 and the Federal Government would have to do the study again
before the flood plain status would be changed.

Mr. Arnold stated that according to them, he is in a flood plain; he felt he was in a Catch-22
situation. He inquired where the outbuildings affected stand with regard to the Ordinary
High Water (OHW) and added that we should not spend money to recover buildings that
were built too low.

Mr. Jankowski stated that he did not have the elevations of the other buildings.

Mr. Arnold inquired if the City issues permits for building to be built below OHW to which
Mr. Jankowski replied no.

Mr. Arnold then inquired if these outbuildings conform to the City's requirements.

Mr. Jankowski informed him that the one building is at 870.2.

Mr. Arnold commented that OHW is 868.2 so it's about two feet above, which is actually
below the three-feet minimum.

Mr. Jankowski agreed.

John Zobava, 6840 - 156th Avenue N.W., Ramsey, stated he would not want Mr.
Jankowski's job. He stated this project is affecting a lot of people and wondered how
many of these people had built in a lowland. He questioned why they were allowed to do
so. He named Mr. Hendriksen as one of the people. He stated he can see what it looks

City Council/March 14, 1995
