like on Mr. Hendriksen's property and he (Zobava) would never have built on that. He <br />stated he is not the smartest man but he can see that it shouldn't have been built on. He felt <br />Mr. Hendriksen built his building on a swamp, and he does not want to pay for Mr. <br />Hendriksen's problem. Mr. Hendriksen has a horse barn, but there are no horses and no <br />pasture. He added that the inspector at that time said he red-tagged the barn. It should not <br />have been allowed to be built; now people have to pay to help this guy out. <br /> <br />Lynda Burton, 14568 Waco Street N.W., Ramsey asked who reviewed this study, what <br />background did the people have, what assurance do we have that this will resolve the <br />problem, what about the drainage problems in Amber Ridge, and who is really reviewing <br />all this. <br /> <br />Mr. Jankowski stated that the original feasibility study, done in 1989, was completed by <br />Hakanson Anderson Associates, Inc. This project is a revisit of that project. <br /> <br />Ms. Burton questioned if something done in 1989 is current enough and suggested that <br />maybe this project should be re-evaluated. <br /> <br />Mr. Jankowski commented that, with the exception of 153/155, there has not been much <br />change in the area. The wetland area is approximately 40 acres; the paving of 153/155 <br />actually moved the project to the direction of being more necessary then when the feasibility <br />study was prepared in 1989. <br /> <br />Ms. Burton felt that by using approximates, and not knowing the elevations of all the <br />outbuildings affected, that this project has not really been studied. <br /> <br />Mr. Jankowski stated we are looking at qualitative - we are giving the water somewhere to <br />go. <br /> <br />Ms. Burton inquired how the City intends to address other drainage problem areas due to <br />the developments. She noted the problem in Amber Ridge. <br /> <br />Mr. Jankowski stated that the drainage situation in Amber Ridge is under review right now. <br /> <br />Ms. Burton inquired about reviewing the entire City for drainage problems. <br /> <br />Mr. Jankowski stated that the City is looking at a comprehensive study for the southeast <br />corner of the City to identify needs and locations for interconnects. <br /> <br />Ms. Burton voiced that $28,000 is being spent and she feels that this project has not been <br />reviewed thoroughly. Other drainage issues are not being addressed. She felt this needs to <br />be stepped up; maybe someone needs to put together a comprehensive plan for the entire <br />City rather than just doing the southeast comer. <br /> <br />Mr. Jankowski agreed that it should be done; however, prior to the City addressing the <br />problem, we would like for the watershed district to establish water quality. That's why <br />it's a two-year period and a three-step project. <br /> <br />Ms. Burton inquired, if at the end of 1995 the plan is completed, how long before the <br />action taken can be seen by the residents. <br /> <br />Mr. Jankowski anticipated that it would be implemented in 1996. <br /> <br />City Council/March 14, 1995 <br /> Page 8 of 15 <br /> <br /> <br />
