Ms. Burton expressed concern about drainage in her area, as a pond was created without an <br />outlet. She reiterated there are serious drainage areas all over the City and they should be <br />taken care of with one plan. <br /> <br />Doug Fountain, 15255 Garnet Street N.W., Ramsey, suggested questions should be asked <br />of Mr. Terry Hendriksen such as "did he receive a red tag during construction". Mr. <br />Fountain stated that Mr. Clayton Berg, who was the building inspector for the City of <br />Ramsey at that time, is present and maybe he should be asked about the permits, etc. <br /> <br />Stanley Welsh, 15443 Ramsey Boulevard N.W., Ramsey, suggested leaving everything <br />alone. "His (Hendriksen) feet were wet before he started his building. Forget it - let it <br />go." <br /> <br />Amy Hagen, 7041 ~ 156th Avenue N.W., Ramsey, stated "he's (Hendriksen) one person <br />who built a barn on low land - why should the rest of us pay $28,000". She continued <br />that, at one point, Mr. Jankowski had suggested that it was not worth doing the little ditch <br />because it would not make the drainage eventually go into the Rum River. She noted that <br />Mr. Jankowski had said that cleaning culverts was taken care of under the City's taxes so if <br />this is part of the project, shouldn't it be already paid for with tax monies. <br /> <br />Mr. Jankowski stated that cleaning of culverts would be paid for with taxes, however, this <br />entails installation of culverts and that would not be covered. <br /> <br />Ms. Hagen inquired how many culverts were being added to which Mr. Jankowski replied <br />three. <br /> <br />Ms. Hagen then inquired if that includes the one that has to be lowered to which Mr. <br />Jankowski replied no, but the cost for doing such is included in the estimated project cost. <br />He added it would not be proper to create that large of a conduit without doing the same <br />thing to County Ditch//3. <br /> <br />Ms. Hagen inquired if the pond north of his (Hendriksen's) pasture has been noted and <br />added that she does not understand how this will all work. <br /> <br />Mr. Jankowski indicated the benefit here is we are creating an opening for the water to flow <br />out. <br /> <br />Ms. Hagen stated there are homes flooding in Ramsey and we are worrying about some <br />guy's horse pasture. She suggested looking at our priorities. <br /> <br />Dan Goepfert, 7601 - 163rd Lane N.W., Ramsey, stated that the previous owners of his <br />home stated they never had water problems. Now the ditches are plugged and there are <br />water problems. He expressed a hope that this would take care of the water problem in the <br />area. He inquired if it will change the water table in the area. <br /> <br />Mr. Jankowski suggested you would need to have sophisticated calculations to determine if <br />the Ordinary High Water elevation would be lowered. <br /> <br />Bruce Bacon, 7363 - 175th Avenue N.W., Ramsey, explained how erosion can cause <br />measurements to change from two to three feet below the original level. He stated that <br />water qualitative issues are tied to longer range issues and we are concerned about <br />expenditure and priorities. If water is flowing out quicker - it's getting somewhere else <br />quicker. This area is kind of a local wetland and that's where the economic responsibility <br />ought to lie.
