may find out that Jim Gromberg did not have anything to do with this. It might be me
(Schroeder). You might be pointing fingers at the wrong person. Councilmember Beyer
reiterated that Council needs to address these memos. Couneilmember Peterson inquired
how this letter would be phrased. Councilmember Beyer commented on what would make
them happy. Couneilmember Peterson stated we have some serious charges on an
employee; it's not just to make them feel good. Councilmember Beyer stated we are asking
for specifics and the City Administrator has that message. Mr. Schroeder replied he
believed he did. Mayor Hardin inquired of Mr. Schroeder how he would word the letter.
Mr. $chroeder responded that he will attach copies of the three memos to the letter. It will
be written to those three people. It would be something like "on this date, Council talked
about what an appropriate response is to these memos. Council has requested additional
information relating to the assertions and these should be in writing by May 19. The letters
should relate to the assertions dealing with the comprehensive plan. Councilmember
Peterson felt it should be only as it relates to Mr. Gromberg. Councilmember Beahen
argued that these memos include more than Mr. Gromberg. Councilmember Peterson
stated he knows that, but certain Councilmembers have brought complaints here.
Councilmember Beahen questioned why Mr. Gromberg is being zeroed in on.
Councilmember Beyer felt that Council has a responsibility to zero in on Mr. Gromberg.
She added that we will ask for a broader scope, however, as it may become apparent that
it's larger than just addressing Jim Gromberg. We have a responsibility to answer to these
particular people. Councilmember Zimmerman suggested starting the letter relating to the
memos but to indicate that this is strictly a fact-finding request. Councilmember Peterson
reiterated that some serious accusations have been made. Councilmember Zimmerman
agreed and added that we need to respond. Councilmember Peterson stated that we need to
get more information from these people. Councilmember Beyer agreed. Councilmember
Zimmerman stated if something comes up beyond what we are talking about, we will go
after that. Councilmember Peterson stated he thinks that will become apparent.
Councilmember Beyer stated that the only way to find anything out is to ask Mr. Gromberg
questions. Mayor Hardin stated that Mr. Schroeder said he'll send out a request for
information, if he feels its up to him to respond, that's all we will need. Councilmember
Beyer stated we will have both individuals at the fact-finding meeting. Mr. Schroeder
suggested the facts might all point to him (Schroeder) instead of Jim Gromberg.
Councilmember Beyer felt that Council needs to hear from Mr. Gromberg.
Councilmember Zimmerman stated that Jim Gromberg should have contacted these people;
these three letters are here for a reason. Mr. Schroeder stated he understands what Council
wants. Council is asking for specific facts behind the assertions in particular memos and
he will leave it at that and not say to limit it only to Mr. Gromberg. They should just
support what they are saying in their memos. Councilmember Peterson stated he does not
disagree, but he didn't think that's what was wanted. Councilmember Zimmerman stated
we will not cover anything else. Councilmember Peterson commented then we are here
just to discuss this issue. Mr. Schroeder understood this is not a disciplinary thing or
pending disciplinary. Councilmember Peterson felt that Mr. Gromberg needs to have his
name cleared. Mr. Schroeder thought this is asking for a support of the accusations.
Councilmember Zimmerman felt more information is needed. Councilmember Beyer stated
we can only do fact-finding. Councilmember Peterson stated that more people than just the
three need to be involved then. Send the letter to the EDC and the Park and Recreation
Commission for their comments, too. Councilmember Beyer stated we should deal with
these three memos now and, if necessary, we can go further. We owe that to the three
people. We need to have a one-time, fact-finding meeting to start with.

Motion rescinded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Peterson, Beahen
and Zimmerman. Voting No: None.

City Council/May 10, 1995
