Case #11: Schedule Upcoming Workshops <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to schedule a <br />joint Planning Commission/City Council workshop for Tuesday, August 1, 1995 at 8:30 <br />p.m. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to schedule <br />a City Council workshop for 7:00 p.m., on Wednesday, September 20, 1995, to discuss <br />parking and storing of commercial vehicles in residential districts and to direct City Staff to <br />place an article in the next Ramsey Resident regarding the workshop. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case #12: Anoka County Housing and Redevelopment Authority <br /> <br />City Administrator Schroeder stated that Anoka County has created a Housing and <br />Redevelopment Authority (lIRA). Tasks they can undertake are fairly extensive. The <br />County Board has chosen to participate only in housing. They are asking every City to <br />participate with them in their I IRA. For many other cities, it means the County will be <br />operating the I-IRA on behalf of the city. If cities have an HRA or an EDA, they have <br />allowed their Council to make a choice if they want to be active with the County HRA or <br />not. In Ramsey, the County HRA would levy a tax ($6.42 per household on a $72,000 <br />homesteaded parcel). This levy is projected to be about $65,000 in 1996. If Council <br />chooses not to consent to that, the County will not levy that special tax in Ramsey. Mr. <br />Schroeder recommended that Council inform the County they are not consenting to that tax <br />for taxes payable in 1995. Ramsey does not have an abundance of housing on the list for <br />rehabilitation and the likelihood of receiving $65,000 back in the budget is slim. He <br />suggested that Council take a "wait and see" attitude. <br /> <br />Motion by Councilmen~ber Beyer and seconded by Councilmember Zimmerman to direct <br />the City Administrator to inform the County that, at present, Ramsey does not consent to a <br />special benefit levy for 1996. Further, that the City may reconsider this action at such time <br />as there appears to be a greater direct benefit of programing to Ramsey taxpayers. <br /> <br />Further discussion: Mayor Hardin stated he would like this issue to be included in budget <br />discussions. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case 013: Repo]-l: from Fire Board <br /> <br />City Administrator Schroeder presented the following report: <br /> <br />1) Fire Chief Performance Evaluation <br /> <br />The Fire Chief evaluation process was discussed, including a plan for departmental <br />involvement. It was suggested that the Assistant Chief be intimately involved in advising <br />the City Administrator on performance. Also, that it is a good idea to survey the entire <br />department, but that specific suggestions need follow-up by the City Administrator prior to <br />inclusion in a written review.
