would be detrimental or undue enjoyment, etc. and argued that this is in fact detrimental.
She suggested that Rum River Hills Golf Course should "dig deeper into their pockets".

A letter was read from Gary and Gert Cook, 5830 - 164th Lane N.W., Ramsey, as they
were unable to attend the meeting. The letter stressed that they are against the proposed
construction of a commercial maintenance building on Outlot G of the golf course because
it will affect the resale value of the homes and the aesthetics of the neighborhood. They felt
that the owners of the golf course are taking advantage of the fact that the residents of the
older neighborhood may not have the resources to rival the inevitable complaints of the
homes on the opposite side of the clubhouse and the owners of the golf course. The letter
stated that "Perhaps what we are dealing with is a strategy on the part of the business men;
and perhaps this is a strategy previously employed on the Planning Commission. The
Planning Commission of Ramsey, logically should be fighting this every step of the way in
order to maintain the quality and aesthetics of the neighborhood." The letter stated that
during initial phases of the golf course construction, there was no mention made of a
commercial maintenance building being put up so near the homes. It was suggested that
this may not be legal and it certainly is not ethical for the Planning Commission or City
Council to support this. The letter also went on to ask that, before any final decisions are
made, an investigation be done of any potential conflicts of interest between the Planning
Commission and the golf course owners. They felt the Planning Commission should
reconsider their position and help the neighborhood to ensure that their dream does not
become a nightmare.

Rose Marie Steiner, 16460 St. Francis Boulevard N.W., Ramsey, stated she is not in favor
of the maintenance shed as proposed and would prefer that the doors and windows are on
the north side facing the club house.

Councilmember Beyer stated she has a problem with this proposal and that she cannot go
forward and approve the findings in the positive. We need to know where we are going.

Councilmember Zimmerman commented that the golf course should be able to afford a
better building.

Councilmember Beyer agreed that it is a terrible building.

Councilmember Peterson stated he would be willing to go forward on it.

Mr. Schmidt stated that if you approve this site plan in any form, I would like either the
City of Ramsey to force Rum River Hills to pay for my moving expenses and Realtor's
expense, so I would not be financially damaged by the fees of moving out of my home.
He suggested doing a financial impact analysis on my property and other properties. I will
move but I do not want to. I like my home and my neighborhood. I want to stay where I
am at.

Mayor Hardin stated he is concerned about the hours and outside storage. He would like to
see that included in the modification.

Councilmember Beyer inquired if the golf course people could be instructed to go back and
look at different sites.

Ms. Frolik stated that was done. After a tour, the consensus of all present was that the
southwest corner is the most logical site of the sites available for the maintenance building.

Mr. Schmidt repeated "of the sites that are available" and stated "that's a twist". "Is there
land available more centrally located? Yes. Who owns it? One of the owners. We do not
need to put little twists in. There's land available."

City Council/July 25, 1995
