The purpose of this project is to create
more attractive building sites. The applicant is proposing to strip the topsoil, remove and
export approximately 15,000 cubic yards of materials, and replace the topsoil. She
reported that the Planning Commission conducted a public hearing regarding this
application. There were several residents present from the first phase of Chestnut Ridge to
the east, whose concerns were alleviated when informed by Mr. Peterson of Good Value
Homes that there would be no excavating in the wetlands and that there would be no more
trees removed than what was originally approved by the City Council at the preliminary plat
stage. Other residents along the haul route were assured that Good Value is responsible for
leaving the haul roads in a condition equal to what they were at the commencement of the
project. At this time, Mr. Peterson also amended his proposal for haul routes and stated
that the ingress route would be the same as the egress route and traffic control measures
such as flag persons or the useof walkie talkies would be used to avoid a situation of
trucks meeting on Sunfish Lake Drive. She noted that Mr. Peterson is present at the
meeting.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt
Resolution g95-08-167 adopting Findings of Fact g0383 relating to Good Value's request
for a conditional use permit to grade and export soils.

Motion carried.
