3, Block 1, Ramsey Business Park 95, contingent upon compliance with the City Staff
review letter dated August 31, 1995.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen
and Zimmerman. Voting No: None.

Case #3: Request for Site Plan Approval; Case of Command Corporation

Zoning Administrator Frolik stated that Smith Architects has been contracted by Command
Corporation to design an office and manufacturing facility for them on Lot 2, Block 1,
Business Park 95. The property is located in the northwest comer of the intersection of
McKinley Street and Sunfish Lake Boulevard N.W. The site will have two accesses onto
McKinley Street. The building is proposed to be 53,000 square feet in size; 10,000 square
feet of office space and 43,000 square feet of warehouse and manufacturing. The exterior
facing finish on the building is proposed to be a combination of glass curtain walls,
decorative and standard concrete block. She reported that City Code requirements for lot
coverage, setbacks, architectural standards, landscaping, waste storage, and paved and
curbed off-street customer/employee parking spaces and loading areas are met. Staff is
recommending that the landscaped areas be developed with irrigation systems and that any
mechanical units on the roof be screened or color-matched to the roof. The Planning
Commission clarified that City Code does not require this; however, Mr. Meyer of Smith
Architects responded that these suggestions are not a problem. A drainage plan, acceptable
to the City, has been submitted; however, it must also be reviewed by the Anoka County
Highway Department and also a permit must be obtained from the Lower Rum River Water
Management Organization.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve
the proposed site plan for Command Corporation on Lot 2, Block 1, Business Park 95,
contingent upon compliance with the City Staff review letter dated August 31, 1995 and
also upon receiving a permit from the Lower Rum River Water Management Organization.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen
and Peterson. Voting No: None.

Case #4:

Modification to Structure Design for Anchor's Away Facility;
Case of Jeffrey Deal

Mayor Hardin announced he would abstain from discussion and voting.

Zoning Administrator Frolik stated that Council granted site plan approval to the Anchor's
Away facility to be developed on Lots 2 and 3 of Deal Industrial Park. Lot 2 was to be
developed in 1995 as Phase 1 and LOt 3 was to be developed in 1996 as Phase 2. The
approved facility on LOt 2 consisted of a 28,000 square foot structure to be finished in
wood siding. Subsequent to site plan approval, the applicant has made some design
modifications to the building on LOt 2 and the overall size of the facility has decreased from
28,000 square feet to 17,752 square feet. In order to meet building code regulations for a
fn'e wall between the boat storage area and the other services offered on the site, the south
wall of the storage area will be constructed of concrete block. The wash, lube, detail and
retail portions of the facility will also be constructed of concrete block. Due to time
constraints and the pending winter season, the applicant is proposing that the development
of Lot 2 may have to occur in two phases: boat storage in 1995 and service center in 1996.
This schedule may push out development of Lot 3 to 1998 as Phase 3.

Councilmember Zimmerman stated he was hoping some of the concrete block would be
facing Highway #10.

City Council/September 12, 1995
