Ms. Frolik responded that it will and suggested that maybe the applicant would be willing to add some decorative concrete block on the building front. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve the proposed modification to the phasing plan and the building design for Anchor's Away in Deal Industrial Park and to break up part of the wall with textured brick. Motion carded. Voting Yes: Councilmembers Zimmerman, Beyer, Beahen and Peterson. Voting No: None. Abstain: Mayor Hardin. Case #5: Modification to Structure Design for Expansion to Grace Community Bible Church; Case of Grace Community Bible Church Zoning Administrator Frolik explained that the Grace Community Bible Church has indicated a desire to modify the design of the expansion from the hexagon shape previously approved to a simpler, less costly rectangle shape. The size and exterior facing remains the same. Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the modification to the structure design for the expansion to the Grace Community Bible Church. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and Zimmerman. Voting No: None. Case #6: Adopt Ordinance to Rezone Certain Property from B-3 Highway Business to R-1 Urban Residential; Case of Super Bowl, Inc. and Fitzsimonds Builders, Inc. Zoning Administrator Frolik stated that Council adopted findings and fact and introduced an ordinance to rezone certain property in the plat of Riverside West from B-3 Highway Business to R-1 Urban Residential. The ordinance is now being presented for formal adoption. Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Ordinance g95-14 rezoning certain property in Riverside West from B-3 Highway Business to R-1 Urban Residential. Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and Zimmerman. Voting No: None. Case g'/: Request for a Home Occupation Permit; Case of Susan Maxson -Zoning Administrator Frolik reported that Susan Maxson of 8131 - 154th Lane N.W. has applied for a home occupation permit to establish and operate a dog grooming service in the lower level of her home. The area devoted to the business would not exceed 20 percent of the total floor area of the home. The employees would be restricted to the residents of the home. The driveway is large enough to provide a sufficient amount of off-street parking for a four-customer/day operation. A public heating was conducted by the Planning Commission and no verbal or written comments were submitted. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt Resolution g95-09-208 adopting Findings of Fact g0386 relating to a request for a home occupation permit at 8131 - 154th Lane N.W. City Council/September 12, 1995 Page 8 of 13
