Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution g95-09-209 approving the issuance of a home occupation at 8131 - 154th Lane <br />N.W. based on the findings of fact and declaring terms of same. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case 08: <br /> <br />Award of Contract for Improvement Project 095-18 (Sewer and <br />Water Extension to Rum River/47 Plaza Addition) <br /> <br />City Engineer Jankowski explained that on Friday, bids were opened for Improvement <br />Project #95-18; sewer and water extension to Rum River/47 Plaza Addition. The low bid <br />of $103,581.65 was from Bonine which is still higher than the estimate and higher than the <br />feasibility report. The reason for the higher price is due to the high water table. He <br />recommended awarding the bid because the bids were all quite competitive. He asked that <br />the bid be awarded contingent upon receipt of the easements. We have one executed and <br />have reached agreement with the other parties but we do not have the easements signed. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt <br />Resolution #95-09-210 receiving bids and awarding contract for Improvement Project ~95- <br />18 (the construction of watermain and sanitary sewer to service River/47 Plaza Addition) <br />contingent upon the City Attorney reviewing and approving the bid in excess of 25% of the <br />estimate and contingent upon obtaining the necessary easements. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Peterson, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case 09: Follow Up to Construction Work Hours Issue <br /> <br />Zoning Administrator Frolik stated that Council was given the opportunity to amend the <br />construction work hours based on a complaint. The Council declined because there was <br />only one complaint, plus the fact that the construction period is short. Mr. Juskiewicz, <br />who submitted the initial complaint, has now visited 42 households and has gotten <br />signatures in support of changing the construction work hours to begin at 7:00 a.m. Ms. <br />Frolik disseminated two handouts - one, a memo regarding a call from Rob Schimanski of <br />Skyway Quality Homes, and one from Craig Kronholm, Construction Manager for the <br />Ramsey Elementary School Project, both in opposition to the change. <br /> <br />Councilmember Beyer stated she would have a problem changing the time because the <br />complaint was due to the school construction and by the time this change would take effect, <br />the school construction would be nearly finished. She still felt the change was for one <br />person and is not justified. <br /> <br />Mayor Hardin commented that it looks as though most of the surrounding communities <br />have a 7:00 a.m. start time and felt that leaving the start time at 6:00 a.m. does not make <br />Ramsey any more competitive. <br /> <br />Councilmember Beyer stated that construction weather is only temporary and that the City <br />should consider the construction workers in the hot summer too. "We have to allow them <br />the ability to get their hours in. It's dangerous to work in extreme heat." <br /> <br />Mayor Hardin felt he did not want this to get to the point of where people call in to see if <br />they can start at 6:00 a.m. due to the weather, etc. <br /> <br />City Council/September 12, 1995 <br /> Page 9 of 13 <br /> <br /> <br />
