Terry Hendriksen, Planning Commissioner, stated that in August 1995 and again last
evening, Councilmember Peterson indicated he planned to oust him (Hendriksen) from the
Commission due to the Charter Amendment and also the letter to Mr. Goodrich telling him
about what he (Hendriksen) felt was an unlawful meeting held by Councilmembers Beahen
and Peterson, Mayor Hardin, and City Administrator Schroeder. Mr. Hendriksen stated he
did not make this a public statement, only a letter to Mr. Goodrich. He commented on the
fact that years ago, Ben Deemer was ousted from the Planning Commission when Ken
Peterson was a Commissioner and he (Peterson) was so angry, he resigned from the
Commission and ran for Council. Mr. Hendriksen asked that he be re-appointed to the
Commission based on his efforts as a Planning Commissioner. He added that when he
applied for the Commission, he did not give up his rights to act as a private citizen. He
pointed out that each time he has acted as a private citizen, he has made that known. He
asked that all private feelings be set aside and that the recommendation of the Planning
Commission be accepted. He asked that Mayor Hardin and Councilmembers Beahen and
Peterson abstain from the vote.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to re-
appoint Terry Hendriksen to the Planning Commission to a term to expire on December 31,
1997.

Motion failed. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: Mayor
Hardin, Couneilmembers Beahen and Peterson.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to not re-
appoint Terry Hendriksen to a term on the Planning Commission.

Further discussion: Councilmember Beyer stated that Mayor Hardin and Councilmembers
Peterson and Beahen should have abstained from the previous vote because of a personal
vendetta. Councilmember Beahen stated that to abstain would be saying she is incapable of
making an objective and competent decision. Councilmember Beyer again stated that the
vote was based strictly on personal feelings and that the three should have abstained.
Mayor Hardin replied "so noted". Mr. Hendriksen stated he would like to know what
aspect of his acting as a Planning Commissioner they found inappropriate. Councilmember
Beahen stated that being appointed to a commission involves many things. Mr.
Hendriksen has not conducted himself in a respectful manner and he has made false
accusations, plus he has cost the tax payers a lot of money. She felt he is too narrowly
focused. Mr. Hendriksen inquired if he was to forfeit his rights as a private citizen to
which Councilmember Beahen replied no but the acts he has taken should have been done
in a factual and respectful nature and that has not occurred. Councilmember Zimmerman
stated he sees this non-appointment as political. "All my dealings with Terry Hendriksen
have been quite professional. Terry Hendriksen has been a person people. As people in
the community have been hurt or wronged, he came forward and tried to help them out.
It's only eight months to sign up for a position up here." Councilmember Beyer thanked
Mr. Hendriksen for his years of service on the Planning Commission and echoed
Councilmember Zimmennan's comment about it being only eight months to sign up for a
position up here.

Motion carried, voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen.
Voting No: Councilmembers Beyer and Zimmerman.

Motion by Councilmember Beyer and seconded by Councilmember Peterson to re-appoint
Michael Terry to the Planning Commission for a term to expire on December 31, 1997.

City Council/December 12, 1995
