Chairperson Bawden recessed the regular Planning Commission meeting at 8:45 p.m. <br /> <br />Chairperson Ba~.den called the regular Planning Commission meeting back to order at 8:56 p.m. <br />Case $4: Review Status of Updates to Land Use and Trans~6rtation Elements <br /> of the Comprehensive Plan <br /> <br />Mr. Steven $chwanke, RLK Associates, presented the transportation issues which reached <br />consensus at the special Planning Commission meeting of May 19, 1994. He displayed the <br />proposed land uses for each of the figures presented. Mr. Schwanke commented that the land use <br />figures are only conceptual in nature, thus allowing discussion with the community on the desired <br />uses for the land. He explained that as it becomes appropriate to the City, it will need to take a <br />closer look at the issues. <br /> <br />Commissioner Deemer pointed out that Figure//6 needed to have Armstrong Boulevard N.W. <br />connect with U.S. Highway #10. <br /> <br />Commissioner Hendriksen favored the County Road #116 bridge/U.S. Highway #10/Puma Street <br />interchange outlined in Figure #6, and suggested using the same in Figure #7. <br /> <br />Mr. Schwanke inquired about the next step in this planning process, and Chairperson Bawden <br />stated it would be appropriate to have a joint meeting with City Council wherein the consultants <br />present the background of the process thus far. <br /> <br />Zoning Administrator Frolik stated she would like to see the Planning Commission take a closer <br />look at land use. She reported that the City has too much commercial and industrial zoning and not <br />enough residential scenarios presented with the favored transportation configurations. <br /> <br />Mr. Schwanke agreed that the issue of needing additional single family residential has been raised, <br />and the City needs to decide where it wants this to occur. He also noted that the City needs to look <br />at a split between single family and multi-family residential. <br /> <br />Commissioner Deemer noted that some residents would rather have higher taxes than have multiple <br />family residential, and this will probably be addressed at the public hearing. <br /> <br />Mr. Schwanke stated there is a growing move towards the law requiring diversified housing. He <br />added that if the diversity of factories, businesses, etc. is desired, then diversified housing is <br />needed also, and it makes sense to plan for it. <br /> <br />Chairperson Bawden felt that the land uses depicted were agreeable, and if and when the City runs <br />out of residential land, it will then need to deal with a rezoning. <br /> <br />Commissioner Deemer noted that the market will drive the demand for land use, and Chairperson <br />Bawden added that the City should not try to drive the market. <br /> <br />Ms. Frolik informed the Commission that the City needs to know the zoning to plan the <br />infrastructure, <br /> <br />City Engineer Jankowski stated it is especially important for the water infrastructure, which will <br />obviously be done before this entire area is developed. <br /> <br />It was the consensus of the Planning Commission to keep the land use as depicted in the figures. <br /> <br />Planning & Zoning Commission/June 6, 1994 <br /> Page 5 of 7 <br /> <br /> <br />
