Jack Menkveld, North Suburban Development Company, Inc., explained that the previous owners <br />are late in removing themselves from the premises and that there hasn't been an opportunity to <br />remove objects that have been recently discovered on the property. He assured the Commission <br />that everything would be removed. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council adopt the amended findings of fact relating to a request from North Suburban <br />Development Company, Inc. to rezone certain property from I-Industrial to R-1 Single Family <br />Residential, Multiple Residential and B-2 Business. <br /> <br />Motion carded. Absent: Commissioner Hendriksen. <br /> <br />Case /t3: Request for a Conditional Use Permit for an Accessory Apartment in <br /> the R-1 Rural Residential District; Case of Rebecca Jackson <br /> <br />Zoning Administrator Frolik stated that Rebecca Jackson has applied for a conditional use permit <br />(CUP) to maintain an accessory apartment in her home at 15720 Kangaroo Street N.W. She <br />explained that Ms. Jackson proposes to lease the lowest floor of her 3-level split as a one-bedroom <br />accessory apartment with its own kitchen and bath facilities. She noted there is sufficient room in <br />the driveway for off-street parking, and the renter would also be given one stall in the garage for <br />indoor parking. <br /> <br />Commissioner Holland inquired about the windows in the bedroom area. <br /> <br />Ms. Jackson affirmed that the windows meet building code requirements. <br /> <br />Commissioner Holland inquired into the building inspector's additional requirements. <br /> <br />Ms. Jackson stated she is required to install a smoke alam~ and also an adequate electrical outlet for <br />the kitchen area. <br /> <br />Commissioner Terry inquired into where the sliding glass doors (the renter's entrance) lead. <br /> <br />Ms. Jackson stated that the entrance is very private with heavy landscaping. She added that she <br />has also installed a lock on the doors. Ms. Jackson stated she is willing to consider allowing the <br />renter to have access through the front door also, if need be. <br /> <br />Commissioner Terry inquired whether there was a sidewalk leading to the entrance. <br /> <br />Ms. Jackson stated there will be a flagstone path. Ms. Jackson advised that she is a responsible <br />landlord going on to explain that she requires a one-month damage deposit and a one-year lease, <br />and checks references and previous landlords after thoroughly interviewing prospective renters. <br />She asserted that she does want her home taken care of and cannot tolerate people moving in and <br />out.
