Absent: Commissioner Hendriksen. <br /> <br />Chairperson Bawden recessed the regular Planning Commission meeting at 8:52 p.m. <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 9:00 p.m. <br /> <br />Case #5: Request for Sketch Plan Approval of Guy Addition, a Minor <br /> Subdivision; Case of Nell Guy Trust <br /> <br />Zoning Administrator Frolik stated that Elliott Knetsch, representing the Neil Guy Trust, has <br />applied for a minor subdivision to plat the Guy property on Highway gl0 into four commercial lots <br />which meet the minimum size and dimension requirements for the B-3 Highway Business District. <br />She noted that the major concern with the plat is with the two accesses onto Highway #10, of <br />which recommendations have been solicited from MnDOT, and she recommended that any plat <br />approval should be contingent upon compliance with those recommendations. Ms. Frolik stated <br />that City Staff is also recommending a 60 foot drainage and utility easement be dedicated along the <br />northern boundary of the plat for future development as a service road in the event MnDOT <br />purchases access rights onto Highway #10. Ms. Frolik noted an additional concern that the <br />easternmost building is only one foot from the common property line with the parcel to the east. <br />She stated that this is a non-conforming situation and Staff is recommending that no variance to the <br />side yard setback be granted with the plat. Ms. Frolik advised that park dedication will consist of a <br />cash payment. <br /> <br />Upon inquiry from the Planning Commission, the applicant stated he had no objections to the City <br />Staff review letter dated June 29, 1994. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council grant final approval to Guy Addition contingent upon compliance with City Staff review <br />letter dated June 29, 1994 and recommendations of MnDOT. <br /> <br />Motion carried. Absent: Commissioner Hendriksen. <br /> <br />Case #6: Request for Site Plan Approval; Anoka Ramsey Sports Center <br /> <br />Zoning Administrator Frolik informed that John Noard of Anoka Ramsey Sports Center is <br />requesting site plan approval to expand the accessory storage building on their property located at <br />6760 Highway #10 N.W. She noted that the proposed plan meets all City Code requirements with <br />respect to lot coverage, setbacks, number and design of off-street parking spaces and loading <br />areas, landscaping and architectural standards. She advised that accessory building space in the B- <br />3 Highway Business District is restricted to 30% of the gross floor area of the principal building <br />unless otherwise approved by City Council. The principal building is 10,500 square feet, and with <br />the proposed expansion to the storage building, Mr. Noard's accessory building space will be <br />12,000 square feet. Ms. Frolik stated that City Staff recommends that the accessory building space <br />be allowed to exceed standards established in City Code in lieu of the fact that the intent of the <br />expansion is to reduce or eliminate outside storage of inventory on the property. Ms. Frolik noted <br />that the site plan proposes an additional access onto Riverdale, and since it appears that the existing <br />access onto Riverdale will serve no particular function after the expansion, City Staff recommends <br />its elimination. Ms. Frolik also mentioned that the applicant will have to obtain a permit from the <br />Lower Rum River Water Management Organization for the development, as the facility discharges <br />directly into the storm sewer which empties into the Mississippi River. <br /> <br />Planning Commission/July 5, 1994 <br /> Page 8 of 11 <br /> <br /> <br />
