Commissioner Deemer was concerned about the site distance for the access onto Riverdale Drive
N.W., and suggested access onto Feldspar Street N.W.

Commissioners LaDue and Holland felt the City Engineer should be relied upon to address those
matters.

Commissioner Deemer referred to item #13 of City Staff review letter dated June 30, 1994, and
inquired when City Code had been amended to require that the exterior facing of the walls be of
materials that are 100% other than metal, exclusive of doors and windows.

Ms. Frolik responded that this was amended in January 1994.

Dave Adkins of Adkins Construction informed the Commission that the building will match the
existing building with concrete block.

Commissioner Thorud inquired as to why the applicant chose not to connect the existing buildings.

Mr. Noard informed that the back building has no heat and no sprinkler system as it is strictly for
storage and cold storage.

Commissioner Deemer commented that the islands separating the blacktop are maneuvering
hazards.

Chairperson Bawden inquired if the applicant had any concerns regarding the City Staff review
letter.

Mr. Adkins expressed his concern about eliminating the existing access onto Feldspar as this
would be costly. He also advised that they would be relocating the parking lot lighting.

Motion by Commissioner LaDue and seconded by Commissioner Deemer to keep the existing
access onto Riverdale.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners LaDue, Deemer, Holland,
Terry, and Thorud. Voting No: None. Absent: Commissioner Hendriksen.

Motion by Commissioner Thorud and seconded by Commissioner Holland to recommend that City
Council approve the proposed site plan, as amended, for Anoka Ramsey Sports Center contingent
upon compliance with City Staff review letter dated June 30, 1994.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners Thorud, Holland, Deemer,
LaDue, and Terry. Voting No: None. Absent: Commissioner Hendriksen.

Case g7: Request for Site Plan Approval; Case of Sharp & Associates

Zoning Administrator Frolik stated that Dennis Sharp of Sharp & Associates is requesting site plan
approval to construct a multi-tenant office/warehouse on Lot 1, Block 1, Ramsey 67 Industrial
Park. She noted the project will occur in three phases and will total 45,640 square feet upon
completion. She advised that the project meets City Code requirements for lot coverage, setbacks,
architectural standards, off-street customer/employee parking areas and site lighting. She noted
that the landscaping and screening plans need to be identified in detail for inclusion in the Site Plan
Development Permit. She advised that the site plan should be amended to identify a waste storage
area and that the interior paved loading area will be finished with continuous concrete curbing. She
added that the developer shall be required to submit a grading and drainage plan. Ms. Frolik
informed that the City Engineer recommends that the access onto County Road #116 be located at

Planning Commission/July 5, 1994
