Motion by Commissioner Hendriksen and seconded by Commissioner Holland to recommend that <br />City Council approve the request of Federal Cartridge Company to move a 620 square foot storage <br />building onto the shooting range. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Holland, <br />Deemer, LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Case #4: Request for Preliminary Plat Approval of Fox Knoll; Case of Mark <br /> Kleckner, Fox Development Co. <br /> <br />Zoning Administrator Frolik stated that Mark Kleckner of Fox Development Co. is requesting <br />preliminary plat approval of Fox Knoll, a plat consisting of two 10-acre lots that will require <br />construction of a street. She noted that the lots will meet the minimum frontage on a public road <br />requirement with the cul-de-sac extension of 151st Avenue into the plat, adding that the proposed <br />cul-de-sac does not exceed the 600 foot maximum length restriction. Ms. Frolik explained that the <br />standard 10 foot drainage and utility easements have been provided around the perimeter of each of <br />the lots, and the length of the County Ditch has also been designated as drainage and utility <br />easement. She advised that it is anticipated that the property will be brought into the Metropolitan <br />Urban Service Area (MUSA) boundary by the end of 1994 and the property immediately south of <br />this property Will be sewered during 1995. In addition, the property is in the Urban Reserve Area, <br />and the intent of this District is to provide for the most efficient utilization of land once municipal <br />sewer and water become available. Therefore, it is Staff's position that the developer should be <br />planning for the transition of the property by preliminary platting at urban densities and final <br />platting at rural densities until sewer and water is available to the property. <br /> <br />Chairperson Bawden stated that, based upon previous discussion at the public hearing of this <br />matter, the Planning Commission should allow the developer to plat at rural densities. Chairperson <br />Bawden also suggested taking a look at City Code to determine if all platting in the MUSA is <br />required to be at urban densities. <br /> <br />City Engineer Jankowski interjected that the lots don't have to be the minimum size, but that the <br />Comprehensive Plan does say that this should be an urban area. <br /> <br />Chairperson Bawden inquired about a definition for urban density and whether there was a <br />maximum to lot size. He suggested that the developer's future subdivision plan could be exactly as <br />it is now. <br /> <br />Zoning Administrator Frolik stated that the extension of services requires efficient use of the pipe; <br />large lots is not an efficient use of the pipe. <br /> <br />Mr. Jankowski explained that if the plat is split into two lots, the houses can be put anywhere. <br />However, if this is platted for future subdivision, the developer will locate the homes in a way that <br />future subdivision is not jeopardized with respect to alignment of roads and utilities. <br /> <br />Mark Kleckner, Fox Development Co., explained what the City is requesting of him. He advised <br />that he cannot absorb the sewer and water cost unless he is able to plat 10-14 lots, however only 7 <br />acres of this property is above water which doesn't allow for that many lots. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Hendriksen to recommend that <br />City Council grant preliminary plat approval to Fox Knoll, a subdivision consisting of two lots <br />platted at rural densities in accordance with the 10 acre minimum lot size in the Urban Reserve <br />District. <br /> <br />Planning Commission/October 4, 1994 <br /> Page 6 of 10 <br /> <br /> <br />
