Further Discussion: Upon inquiry about park dedication, Zoning Administrator Frolik explained <br />that it will be going before the Park and Recreation Commission on October 13, 1994, and that the <br />trail is proposed to come from the school over to 153rd Avenue N.W. Commissioner Hendriksen <br />expressed concern about the trail crossing the cul-de-sac (151st Lane N.W.) when there are many <br />other options, such as going around the perimeter of the lot. Chairperson Bawden commented that <br />the Park and Recreation Commission should address that. Commissioner Hendriksen directed <br />Staff to forward his input regarding this concern to the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Hendriksen, LaDue, <br />Terry, and Thorud. Voting No: Commissioner Deemer. <br /> <br />Chairperson Bawden recessed the meeting at 9:03 p.m. <br /> <br />Chairperson Bawden called the meeting back to order at 9:10 p.m. <br /> <br />Case #5: Request for Site Plan Approval for Detail Tool; Case of Dennis Sharp <br /> <br />Zoning Administrator Frolik advised that Dennis Sharp of Sharp and Associates has been <br />contracted by Detail Tool to construct a machine shop for them on Lot 1, Block 1, Gateway North <br />Industrial Park Plat 4, which is located on the west side of the Ramsey Athletic Club. The two- <br />story building is to be constructed of rock face concrete block; the main level is 9,977 square feet <br />and the upper level is 3,281 square feet. Ms. Frolik noted that the proposed project meets City <br />Code requirements for lot coverage, architectural standards, landscaping, and off-street <br />customer/employee parking spaces and loading areas. City Staff has recommended that a <br />pedestrian pathway be constructed within the 20 foot drainage and utility easement along the south <br />property boundary and that the pathway should be extended east to the corner of County Roads <br />#57 and #116. The City is proposing to reimburse the developer for the construction of the <br />pathway. Ms. Frolik reported that the design of the off-street parking area is somewhat deficient in <br />that it doesnOtshePrOvide for continuous concrete curb around the entire perimeter of all bituminous <br />surfacing, also noted that the site plan proposes a Class 5 fire lane on the east side of the <br />building; this fire lane should also be paved and curbed at least from the southeast corner to the <br />northeast corner of the building. <br /> <br />City Engineer Jankowski reviewed the drainage and access concerns detailed in City Staff review <br />letter dated September 29, 1994. <br /> <br />Ms. Frolik stated that the pedestrian pathway, cement curbing, and paved fire lane issues need to <br />be resolved. <br /> <br />Dennis Sharp, Sharp and Associates, stated that the drainage concerns will be taken care of. He <br />advised that the fire lane on the east side of the building isn't really required, therefore, they are <br />going to revert back to turf. He noted that the fire department will have access on three sides of the <br />building. Mr. Sharp also advised that they have pushed the building to the east to meet the <br />thoroughfare setback requirement. In reference to the curbing issue, he stated that such would <br />prohibit intended future expansion. Mr. Sharp also noted that the modified site plan will address <br />the lighting plan and pedestrian walkways. <br /> <br />Chairperson Bawden inquired about waste storage, and Mr. Sharp replied that it would be on the <br />west side of the building near the truck door and drive-in doon <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council approve the proposed site plan for Dennis Sharp & Associates for Lot 1, Block 1, <br />Gateway North Industrial Park Plat 4 contingent upon compliance with City Staff review letter <br />dated September 29, 1994, with exception to the setback requirement. <br /> <br />Planning Commission/October 4, 1994 <br /> Page 7 of 10 <br /> <br /> <br />
